This is a final response to your 8 March 2006 Freedom of Information
Act (FOIA) request for a copy of "the CIA analytic report `11 September: The
Plot and the Plotters,' reference number CTC 2003-40044HC, dated June 1,
2003:' Your request was processed in accordance with the FOIA, 6 U.S.C.
?~ b52, as amended, and the CIA Information Act, b0 U.S.C. ? 431. Our
processing included a search for CIA-originated records as described in our.
acceptance letter, existing through the date of that letter, 29 March 2006.
We completed a thorough search for records responsive to your request
and located material that we determined is properly classified and must be
denied in its entirety on the basis of FOIA exemptions (bXl) and (b)(3). An
explanation of exemptions is enclosed.
