new work in these same fields.
4. His extensive Signal Corps background and other technical
experience have been most useful to us. and he has continually
exhibited superior tact and courtesy in his duties where they
involved liaison both with the Army and with the Air Force.
5. Without this officer's able and skillful help, it would -net
have been possible to carry out this work in a i d efficient
manner. We are Indebted not only to t also to STAT

Memorandum of Commendation addressed to
the Department of Defense
1. Subject memorandum is attached hereto for your signature.

Q was assigned to this Agency in January 1953. In January 1955,
he was officially retired but at the request of the Agency was recalled
to active duty and continued his assignment here. His military career

includes thirty-eight years of military service, twenty-two of which
were on active duty.

3. I Iwas assigned to this Agency following a
25X1 search by the I I of TSS for a particular individual
with his special technical qualifications and scientific background.
During his five-year tour of duty, he has been engaged in a number of
highly sensitive projects involving the design and development of special

4. I I extensive Signal Corps experience has
been of great help in this work which has also included liaison with the
Signal Corps Laboratory at Monmouth and with the Air Force on aerial
and ground photographic projects for TSS. I is a member
of the Joint Sub-committee for the Coordination and Standardization of
Intelligence Ground Photographic Procedures and Equipment under the
Joint Chiefs of Staff.
5. All too often a tour of duty with This Agency is not
considered particularly beneficial when an individual is considered
for promotion. This is particularly true when the individual has been

serving with us in a research and development capacity since the Services
do not generally realize that this Agency is so engaged and that someone
attached to us in this capacity has furthered his career and improved
on his specialty.
6. Although Fitness Reports for I ave periodically
been submitted to the Department of Defense, these fail to indicate the
true nature of his work. will shortly be in a position
to be considered for promotion to Brigadier General, and it is the purpose
of the attached memorandum to the Department of Defense to explain
more fully what cannot normally be covered in regular Fitness Reports.
