1. (U) History:
a. (S/NF/SG/LIMDIS) Since 1986, Congressional Committee action
has authorized the Defense intelligence Agency to pursue
investigations into parapsychological phenomena. This action
resulted from evidence of growing activity in paranormal research
in the former Soviet Union and China, and from findings derived
from DoD-sponsored exploratory research on this topic. The
direction given in FY86 was for DIA to develop an operational
capability in this area for the Intelligence Community.
b. (S/NF/SG/LIMDIS) In the FY 1991 Defense Authorization Act, the
Defense intelligence Agency (DIA) was identified as the executive
agent for initiating a new program to investigate
parapsychological/anomalous phenomena. One of the initial steps
taken by DIA following the FY91 direction was to establish a
limited distribution (LIMDIS) project, codenamed STAR GATE, to
provide security and access control for the program. A funding
level of $2 million was authorized for DIA to undertake specific
research and relative to this activity.
c. (S/NF/SG/LIMDIS) The FY 1992 Defense Appropriations Act
provided DIA with an additional $2 million in R&D research funds to
further enhance Project STAR GATE research and other activities.
The Act stressed that DIA develop an even balance with foreign
assessment, research, and operational activities. The FY 1992 Act
further directed DIA to realign 10 civilian billets for project
staffing.
d. (S/NF/SG/LIMDIS) The Joint House/Senate FY 1993 Authorization
Conference Report authorized the Director, DIA, to provide
$.6 million from available resources for Project STAR GATE. The

2. (U) Execution,
a. (S/NF/SG/LIMDIS) As a result of the FY 1991 Congressional
guidance DIA developed a scientifically rigorous research and
investigative program. Basic and applied research projects were
initiated with the objectives of phenomena understanding and
improving application capabilities for potential operational areas.
An all-source collection strategy was developed and requirements
levied. In addition, a Congressionally requested Long-Range
Comprehensive Plan was published which identified activities for
optimizing research and application investigations in this
phenomological area.

b. (S/NF/SG/LIMDIS) As a result of the FY 1992 Congressional
guidance, DIA developed and implanted a project architecture plan
in order to further evaluate the activities of foreign ts
particularly the activities of Russia and China and vernmen
emphasis regarding the Russian and Chinese programs should include
efforts towards weaponization. This effort is continuing in
concert with the Long-Range Plan.
c. (S/NF/SG/LIMDIS) Basic and applied research. The research
effort is being accomplished under contract with the Science
Applications International corporation (SAIC), Menlo Park, CA. The
basic and applied research effort centers on two basic areas:
theoretical explanation of the phenomena; and methodology for
developing and applying the phenomena for operations activities.

effort is being conducted in accordance with Congressional

e. (S/NF/SG/LIMDIS) In-house investigations. n-houIe
investigations are currently being performed by three
personnel. In-house activity consists of applications
investigations and proficiency projects. Applications focus on
special assessment support, select operational tasks, and
exploratory /simulated cases. Application activity interface has
included Joint Task Force involvement; special operational areas
and counternarcotics projects and continued specialty activity
support. Proficiency projects explore area/object identification,
personality description, and message communication potential.
f. (S/NF/SG/LIMDIS) Project STAR GATE funding. During the period
FY 1986-1989, the program was funded by the Army Surgeon General
for a total of $6350k. In FY 1990 the program received no outside
