SG1A Approved For Release 2000/08/08 : CIA-RDP96-00789R000800390007-5 Approved For Release 2000/08/08 : CIA-RDP96-00789R000800390007-5 Approved For Release 2000/08/08 : CIA-RDP96-00789R000800390007-5 Feedback on JT4-0040 (9043) OOE: Site is a cluster of structures on land adjacent to a vertical dock. Some of the structures have corrugated tin roofs. Some of these structures are warehouses. There may also be a residence here. The site has a compound feel, as if the structures are related. There does not appear to be a fence but there is a strong feeling of an "early warning system" for approaching cars, vessels, people, etc. All access points are watched/monitored by this system (may be just people not technical devices.) The individual buildings have standard, over-the-counter, anti buglary devices. The cue of "Activity in response to EEI" elicited the following information: This area is either controlled, owned or operated by cocaine drug operators. At this location stores/supplies are being accumulated. Some of these boxes of bottles containing hard to attain chemicals/precursors. Ether may be one of the items. There is a strong idea that what is being accumulated are "bits and pieces"/items which can be combined to get what the people need but cannot buy. What is being accumulated here are NOT drugs themselves but all the stuff you need to turn a plant into drugs. The elements are not combined here but stored separately. These items arrive here by vessels/ships and are moved into the buildings. Then the items are transported inland at night. -erwas not able to determine if other forms of transportation are also involved. The helicopter is not kept at this place: when it comes, it arrives and laves immediately. Stenciled on the tail of the helicopter are numbers/letters which loo like " J (XorZ) 422 Approved For Release 2000/08/08 : CIA-RDP96-00789R000800390007-5 come(,) + +he Approved For Release 2000/08/08 : CIA-RDP96-00789R000800390007-5 Feedback on JT4-040 28 June OOE: Site is a cluster of structures on land adjacent to a vertical dock. Stenciled on the tail of the helicopter are numbers/letters which look like " J (XorZ) 42_ U/I vessel 2 (coastal frieghter) has a dark hull with large light lettering. It is a Bolivian vessel. It's name is one word, in Spanish, 5-6 letters long. Letters 3 and 4 are "ER." Associated with the English translation of the name are the concepts "feminine" (word may be a feminine word), "calm," and "fragrant." The idea of fragrant made me think of meadow flowers. U/l vessel 3 has a deep hull (like a keel) and is narrow for its length. It's name IS or MEANS "little " (perhaps "little bit"). (I am more confident about "bit" than about "little"). I was not able to determine the number of letters or words in the name for this vessel. OOC: There were three small vessels in dock. There were three large buildings in the back. Contraband was being onloaded at one of the small vessels. It was packaged and being loaded onto one side of the vessel. A man was standing outside the vessel and was putting the contraband on to a narrow strip (bumper?) , then sliding it along the strip. It was an unsophisticated operation. When the vessel leaves port, it circles three times if the contraband is on board. A small aircraft is involved in the operation. The man involved is a young man with long black hair. The drugs are inside the bumper of the vessel. The man involved is a younger brother to the man in charge (a king pin or cartel leader). The vessel will sail either 60 or 600 miles east to meet a small aircraft for the pickup. The drug money is laundered through a Florida bank (the word MEDITERRANEAN surfaced). Other phonetics: ON the CUSP, CANCER, MOON, JAKE, ROWELAND and BEFNI.
