o SCIENTIFICALLY INVESTIGATE ACCEPTED POTENTIAL MILITARY ASPECTS
OF PSYCHOENERGETIC PHENOMENA. THIS WOULD INCLUDE REMOTE VIEW-
ING, COMMUNICATIONS AND PSYCHOKINETIC MODES. THESE EFFORTS
WOULD INVOLVE ONLY WILLING AND KNOWING PARTICIPANTS AND WOULD
EXCLUDE THE USE OF DRUGS, HYPNOSIS OR OTHER ARTIFICIAL FORMS
TO ALTER MENTAL STATES.
o DEVELOP SUITABLE SCIENTIFIC EXPERIMENTS AND EVALUATION
METHODOLOGIES FOR CONDUCTING AND ASSESSING THE RESULTS OF
THESE INVESTIGATIONS.
o INVESTIGATE SIGNIFICANCE OF FOREIGN TECHNICAL AND MILITARY
PSYCHOENERGETIC EFFORTS, ASSESS POTENTIAL THREAT POSED BY
THESE DEVELOPMENTS AND IDENTIFY COUNTERMEASURES.
(S-ORCON) PROPOSED GRILL FLAME WORKING GROUP RESPONSIBILITIES (U)
THE WORKING GROUP WILL:
1. RESPOND TO LEGITIMATE REQUESTS FOR INFORMATION ON PSYCHO-
ENERGETICS.
2. ACT AS A CLEARINGHOUSE FOR EXCHANGE OF INFORMATION AND
TECHNOLOGIES AMONG DOD PARTICIPANTS.
3. ESTABLISH A COMMITTEE ON HUMAN INVOLVEMENT*(COHI) TO MONITOR
PROTOCOLS AND ENSURE COMPLIANCE WITH THE LEGAL ASPECTS OF
THE PROGRAM.

? Scientifically investigate accepted potential military aspects
of psychoenergetic phenomena. This would include remote viewing, com-
munications and psychokinetic modes. These efforts would involve only
willing and knowing participants and would exclude the use of drugs,
hypnosis or other artificial forms to alter mental states.
? Develop suitable scientific experiments and evaluation metho-
dologies for conducting and assessing the results of these investigations.
? Investigate significance of foreign technical and military psycho-
energetic efforts, assess potential threat posed by these developments
and identify countermeasures.
(S-ORCON) The Working Group will:
? Respond to approved'requests for information on psychoenergetics.
? Act as a clearinghouse for exchange of information and tech-
nologies among DoD participants.
? Appoint a subcommittee to monitor protocols and ensure compliance
with th.e legal aspects of the program.
