Exploratory testing of the utility of these unexplained capabilities should continue and increase in scope. 2. Until sufficient and compelling observations or theories are advanced, basic scientific research on these capabilities and their characteristics are unlikely to be successful. 3. The unqualified, condemnation of the "SRI approach" Is-not understood or acceptable without further explanation. Finally, the working group notes it was most disappointed by the lack of original thought in the report. From the viewpoint and experience of this committee, this report has added no new information of value to either advancing the utility or dismissing the importance of these infrequent, but impressive unexplained capabilities.
