MEMORANDUM FOR THE NATIONAL FOREIGN INTELLIGENCE BOARD
SUBJECT: Senior Review Panel
1. The Senior Review Panel has been doing useful work. In order
to continue that work for the Community, I have decided to establish the
Panel as a separate entity reporting directly to me and the DDCI through
the Chairman, National Intelligence Council. In my view, the DCI's.most
important responsibility is to ensure that the Intelligence Community
produces analysis and National Intelligence Estimates which are relevant,
timely and focused on the issues the President and the National Security
Council must address. To assist me, I expect the Senior Review Panel to
assess how well the Intelligence Community has performed this function
on selected topics. It will also be available to review terms of reference
and other intermediate products of the National Intelligence Estimates
process.
2. To do its job effectively, the Panel will need to work closely
with Community managers and their representatives on a cooperative, non-
adversarial basis. The Panel will have a small permanent staff, but
additional assistance may be required on an ad hoc basis for some subjects.
In addition to its close relationship with the National Intelligence Council,
the Panel will work with elements of the Intelligence Community Staff.
The Staff can suggest topics for consideration by the Panel, arrange
Community support for its activities and monitor the implementation of
its recommendations.
3. This organizational arrangement will be reviewed at the end of
the fiscal year to ensure that it is operating as effectively as possible.
