The danger we see at present is that a cut off of all outside
assistance to anti-Sandinista groups in Nicaragua would:
1. Enable the Marxist regime in Managua to solidify its grip on
power.
2. Facilitate Nicaraguan assistance to guerrilla groups in El
Salvador, strengthening their efforts against the elected government of
that country.
3. Promote Cuban and Soviet influence in these two states and
throughout the region.
We could see a situation develop that would be very similar to what
happened in Angola several years ago. Congressional action on Angola
scotched early US efforts to work toward compromise and coalition of the
three vying factions that would have produced a moderate government. As
a result, the Angolan Government that emerged was totally dependent on
Communist military support. Since then, the Angolan economy has
deteriorated totally and the presence of Cuban troops and Soviet advisors
has seriously threatened stability throughout all of southern Africa.
In 1983 the Soviets have promised $805 million dollars in aid and so
far have delivered $561 million in aid. Since 1976 the Soviets have
provided the Angolan regime $1.65 billion in both lethal and nonlethal
aid.
