TITLE:.',. -TeletypeService
REQUIREMENT:- Teletype service between FBIS Panama Bureau,
period SKYLINK teletype circuit; terminal equipment not required.
JUSTIFICATION: FBIS Panama Bureau presently utilizes a.75-baud teletype
circuit to the Panama Automated Relay (PAR), Corozal, Panama. The
Switching Center's equipment is obsolete and the PAR is -expected to
close within the next few years.

IMPACT OF LACK OF SERVICE ON_ OTHER PROGRAMS: No impact on existing services
unless DCA is unable. to continue the present AUTODIN service via
another path.

TITLE: MIDAS External' Communications Links
REQUIREMENT: MIDAS FOC is.scheduled to be reached at the end of FY 1983.
In addition to the already agreed-upon communications link between
Key Building and the Printing and Photography Division plant at the
Headquarters compound allowing transmission of the MIDAS electronic
output to,the P$PD phototypesetter (or laser platemaker), it is,
projected that MIDAS will require data links to other computerized
systems that are planned for the FY 1985-89 period and to users who
are expected to want an electronic version of FBIS Daily Report.
JUSTIFICATION: The availability of a digitized Daily Report will permit
electronic distribution of that product to other automated information
systems within the government community. A connection with the planned
JPRS press production system will permit data produced by remote JPRS
translators to be input to MIDAS for publication in the Daily Report
and, conversely, enable MIDAS to transmit data that is not selected .
for publication in the Daily Report or exceeds P&PD printing capacity
to JPRS for publication} under JPRS auspices.
TIME REQUIREMENT: The timing of communications support for external
transmission of the MIDAS data is dependent on the requesting
office's capability to satisfy interface requirements. Thus, at
this date, it is impossible to define exact time requirements in
this area. Regarding the JPRS press production system, plans call
for establishing IOC in FY 1985.
IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: A precise statement on the
impact of the lack of an electronic dissemination capability is not
possible at this time, though there is strong reason to believe the
omission of the Daily Report from a general information system
supporting all-source reporting would limit the utility and scope
of analysis.. A link between MIDAS and the projected JPRS system is
essential to the envisioned implementation of a comprehensive method
for efficiently handling publication of foreign media information.

TITLE: Portable Terminal
REQUIREMENT: A total of two portable terminals that would support two
full duplex 75 baud communications circuits via OC communications
(SKYLINK).
JUSTIFICATION: Unit(s) would be rapidly deployed in case of a world wide
crisis requiring an FBIS team to be sent to an area where normal
communications are not available. Teletype service would be
established between an FBIS monitoring unit and an OC relay point.
TIME REQUIREMENT: FY 1985 and out-years.

TITLE: Facsimile and Slow-scan TV
REQUIREMENT: Service between selected FBIS units and to Headquarters or
bureaus for fast forwarding of printed and broadcast media materials
via facsimile and slow-scan TV. 2.4 and 4.8KBPS via Mercury upgrade
(6 entry points) .
JUSTIFICATION: Facsimile and slow-scan TV service from Moscow, Beijing,
and Tokyo, when Mercury comes on line, will overcome present delays
associated. with mail deliveries.
TIME REQUIREMENT: FY 1985 and out-years.
IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: Time delays in providing
analytical offices with priority material will continue.

TITLE: Automated Translation Service
REQUIREMENT: Through its Ad Hoc Translation Program, Production Group
provides basic language support to the entire Agency. A set of
four secure communications lines will be needed to support on-line
receipt and delivery of classified and high priority, unclassified
translations between Key Building and other Headquarters buildings.
JUSTIFICATION: Production Group responsiveness to priority ad hoc
translation needs has been limited by slow and erratic courier
service and by the Group's inability to produce machine-readable
copy. A number of Headquarters customers currently have the capacity
to receive FBIS translations on-line, and the need will grow quickly
in coming years. The new lines would also facilitate Group partici-
pation in the SAFE system.
TIME REQUIREMENT: One new commo line will be required per year beginning
in FY 1983.
