awarded the Certificate of Distinction in recognition of his
especially meritorious service as the FBI member of the
National Multid?sciplinary Counterintelligence Assessment
Center, 27 July 1979 to 12 March 1982. During the period in_.
volved, the Center was assigned first to the Office of the
Special Assistant to the DCI for Counterintelligence and then
to the Community Counterintelligence Staff of the Intelligence
Community Staff. He made a major. contribution to two NSC-re-
quired national assessments of the total hostile intelligence
services' threat-to the United States and U.S. countermeasures
thereto. He also pioneered in the development of multi-
disciplinary threat assessments in support of the work of the
National Military Information Disclosure Policy Committee.
His integrity, objectivity, dedication, and professionalism
have combined in an outstanding performance with resultant
significant benefit to the national foreign counterintelligence
program. That service reflects great credit upon himself,
the FBI and the Intelligence Community.
