FROM: Director of Central Intelligence
SUBJECT: Review of Classification/Declassification
Decisions on Documents Congressman Rosenthal
Has Requested for Public Use
1. Representative Benjamin S. Rosenthal, Chairman of the
House Government Operations Subcommittee on Commerce, Consumer,
and Monetary Affairs, informed me last September that he in-
tended to use seventeen classified CIA documents in preparing
a Subcommittee public report. I advised him that no public use
of classified information could be made, but I agreed to conduct
an interagency declassification review of the documents for the
Subcommittee. CIA, State, Treasury, NSA, and NSC reviewed the
documents, which contain Treasury and CIA information. I
forwarded the sanitized and declassified documents which
resulted from that process to Chairman Rosenthal last week.
2. Chairman Rosenthal has expressed the belief that
information in these documents remains classified which

released for the Chairman's public use, I an, directing a
review at a senior level of the classification/declassification
decisions which were made with respect to those portions of
the documents which Chairman Rosenthal believes improperly
remain classified.
3. You should establish immediately an ad hoc group of
Senior Intelligence Service members from the appropriate
components in your Directorates to review the portions of
the documents the Chairman has questioned. The senior
Directorate of Intelligence member will chair the group.
I expect the group to complete its work by 15 February.
4. Should the group find it necessary to communicate
with the Subcommittee or its staff in the course of completing
its task, the usual channels of liaison through the Legislative
Liaison Division of the Office of External Affairs will be
employed.
