(S/D) Logistics supply bases for Soviet forces in Afghanistan center around two border cities, Termez and Kushka, in the Turkestan Military District (Figure 1). In early 1980, the Soviets expanded the railroad system at Termez.' Additional freight transshipment stations were constructed northwest and southeast of the city to assist in the transfer of logistics supplies to the eastern portions of Afghanistan. Current activity around Kushka and Termez indicates a continually increasing supply effort to troops stationed in Afghanistan. This activity suggests that Soviet forces may remain in Afghanistan for some time. 2. (S/D) Since December 1979, Kushka has been an Army logistics supply base for Soviet units in western Afghanistan. Kushka is served by a single-track rail line, which branches from the Ashkhabad-Chardzhou line in Mary and terminates 6 kilometers (km) southwest of Kushka. The primary facilities currently contained in the Kushka target complex (Figure 2) include Kushka Army Barracks AL-1/Headquarters Motorized Rifle Division Kushka Ammunition Storage Depot DA 1 Kushka Transshipment 25X1 Station Under Construction Morgunovskiy Airfield Tor Ghundi Railroad 25X1 Transshipment Facility Kushka General Depot DX 1 Kushka Army 25X1 Barracks Air Warning/SIGINT Facility , and Kushka Tactical POL Site 25X1 3. (S/D) Kushka Tactical POL Site (Figure 3), which was first observed on is 25X1 part of the Soviet field supply preparation supporting the invasion of Afghanistan.2 The present minimum estimated fuel storage capacity is 14.9 million liters. This is an increase of at least 3.4 million liters since 25X1 4. (S/D) Prior to September 1980, railroad freight transshipment to the Kushka complex was ac- complished by two small rail-to-road transfer facilities at Kushka General Depot DX 1 and Tor Ghundi Railroad Transshipment Facility. On preparations for a third station, Kushka Transship- 25X1 ment Station Under Construction, began near the southern bank of the Kushka River. This station is 1.6 km north of the Afghanistan border between Kushka Tactical POL Site and Kushka Army Barracks AL-l/ Headquarters Motorized Rifle Division. On four rail sidings and four railspurs were in the early 25X1 stages of construction (Figure 3). By a fifth railspur was observed in the midstage of construction 25X1 (Figure 4). The approximate dimensions of this transshipment station were 4,000 by 1,500 feet as of January 1981. 5. (S/D) When completed, Kushka Transshipment Station will serve as a major storage and transfer facility for civilian/military supplies and equipment bound for the western portions of Soviet-occupied Afghani- stan. This station will be the largest rail-to-road transfer point in the Kushka area and will greatly expand the overall rail freight storage capacity of the Kushka complex.
