(S/D) During the mid-1970s, Indian news reports stated that a military-related electronics pro- duction facility was constructed near Ghaziabad, India.' This area was imaged in 1975, in 1978, and in 1980. However, it was not until coverage of that the actual location of this plant and an associated test facility could be confirmed (Figure 1). The Indian GCC-200 mobile troposcatter system, the Indian identification friend or foe (IFF) radar, and the French-licensed THD-1955 air-warning radar are reportedly produced at this plant.2. DISCUSSION 2. (U) The Bharat Electronics Limited Ghaziabad was reported nearly complete by Delhi radio on The broadcast also projected that production would begin during the 1974 and 1975 timeframe. By March 1978, Indian newspapers2 reported that the Ghaziabad Plant was developing a mobile radar and a mobile troposcatter communications system. 3. On imagery of November 1977, an industrial facility in Ghaziabad at 28-40-OON =that the actual electronics plant was identified (Figure 2). The plant is 5 nautical miles (nm) west of Ghaziabad at 28-39-20N 077-20-05E and was confirmed by the identification of an Indian GCC-200 mobile troposcatter system, three unidentified dish-type antennas, and five electronics vans (Figure 3). 4. (S/D) The wall-secured plant consisted of two administration/engineering buildings, four moni- tor-roofed assembly/ fabrication buildings, six subassembly/fabrication buildings, and approximately 30 other buildings. Only a fenceline for this plant was evident in February 1972, and by the next coverage of December 1975, the plant was externally complete. Since no electronics equipment was observed at this plant between 1975 and 1980, its function could not be determined during that time. 5. (S/D) An associated test facility was also identified on coverage of 30 nm southwest of the electronics plant at 28-13-30N 077-03-10E. This facility, Sohna Electronics Test Facility consisted of an administration /engineering building, an antenna test building, and a single support building. A dish-type antenna was mounted on a tower on the roof of the test building (Figure 4). A large mobile crane, probably used for mounting antennas for testing on the tower, was parked at the facility.
