MEMORANDUM FOR: Deputy Director of Central Intelligence
SUBJECT: E&E Concept
REFERENCE: C/PP Memo of 8 March, same subject

1. The subject paper, brought to your attention by reference, was
developed in close coordination with appropriate officers in AFSPD,
HQ USAF. These officers have informally expressed approval of the
potential increase in CIA capability represented in this concept and
the degree to which it complements USAF planning which is embodied
in their WPM-57.
2. Since WPM-57 is not scheduled to be transmitted to this Agency,
and because of the pertinence of the subject paper, the USAF element
referred to above has indicated strong interest in having an opportunity
to formalize their comments for the record in both the USAF and CIA.
These officers believe that the concept paper would provide an excellent
vehicle for furthering mutual understanding of common goals if it were
transmitted to the USAF for such comment.
3. In view of the above, recommend that you sign the attached
memo of transmittal.
