DUE TO ATMOSPHERIC CONDITIONS, THE COVERAGE QUALITY OF THE
PHOTOGRAPHY ON MISSION B 4155 RANGED FROM POOR TO GOOD. OVER-ALL
CLOUD COVER WAS APPROXIMATELY 40 PERCENT, WITH THE HEAVIEST
CONCENTRATION OVER THE ANDIZHAN AND TYURA TAM AREAS. RESOLUTION,
CONTRAST, AND DENSITY WERE CONSIDERED GOOD IN THOSE AREAS NOT
GREATLY AFFECTED RY WEATHER CONDITIONS.
THIS PRELIMINARY REPORT COVERS ITEMS OF IMPORTANT INTELLIGENCE
SIGNIFICANCE IN RESPONSE TO REQUIREMENTS LEVIED BY THE INTELLIGENCE
COMMUNITY.
COVERING A WIDE AREA BETWEEN THE FERGANA VALLEY, SEMIPALATINSK, AND
THE ARAL SEA, MISSION B 4155 INCLUDES IN ITS PHOTOGRAPHIC RECORD
THE FOLLOWING MAJOR ITEMS OF INTELLIGENCE INTEREST.
AN AREA OF SOME 8,000 SQUARE MILES BETWEEN LAKE BALKHASH
AND DZHEZKAZGAN IS SEEN FOR THE FIRST TIME AND DISCLOSES
MANY MISSILE-ASSOCIATED INSTALLATIONS. INCLUDED ARE
INTERFEROMETER-TYPE INSTRUMENTATION SITES, NUMEROUS
COMMUNICATIONS AND TRACKING FACILITI?S, MISSILE LAUNCH AND
SUPPORT AREAS, A LARGE DIRT STRIP (16,300 X 260 FT)1 AND
OTHER UNIDENTIFIED INSTALLATIONS.
ONLY 13 AIRFIELDS WERE COVERED, 7 OF WHICH ARE MAJOR FIELDS.
A TOTAL OF 251 AIRCRAFT WERE OBSERVED, INCLUDING 48 BOMBERS.
122 FIGHTERS, AND 81 OTHER TYPES.

DETAIL
A. GUIDED MISSILES
SARY SHAGAN - DZHEZKAZGAN AREA
NUMEROUS GUIDED-MISSILE-ASSOCIATED ACTIVITIES HAVE BEEN
LOCATED IN AN AREA OF SOME 89000 SQUARE MILES EXTENDING
FROM LAKE BALKHASH TO SARY SHAGAN AND ON TO DZHEZKAZGAN.
THE-COMPLEXITY OF THIS ENTIRE AREA COMPLICATED BY PARTIAL
CLOUD COVER, WILL NECESSITATE CONSIDERABLE DETAILED
ANALYSIS, USING ALL-SOURCE INTELLIGENCE, TO PUT TOGETHER A
COMPOSITE INTELLIGENCE PICTURE.
WHILE NO ATTEMPT IS MADE HERE TO DESCRIBE OR LOCATE ALL THE
INSTALLATIONS IN THIS LARGE AREA, SOME NOTION OF THE
IMPORTANCE OF THIS COVERAGE CAN BE IMPARTED BY BRIEFLY
LISTING INSTALLATIONS NOTED DURING THE PRELIMINARY SCAN MADE
FOR THIS ODE. DETAILED STUDY OF THIS AREA COULD RESULT IN
THE MOST PROVOCATIVE AND POSSIBLY THE MOST PRODUCTIVE
RESULTS FROM ANY TALENT COVERAGE OF SOVIET MISSILE
ACTIVITIES TO DATE.
SUBSTANTIVE BRIEFS ON MAJOR INSTALLATIONS WILL BE STARTED
IMMEDIATELY AFTER THIS PRELIMINARY REPORT AND DISSEMINATED
AS RAPIDLY AS POSSIBLE. NOT UNTIL THE FINAL READOUT HAS
BEEN MADE WILL THE ROLES AND INTERRELATIONSHIPS OF THE
INSTALLATIONS IN THIS AREA BE UNDERSTOOD.
THE FOLLOWING LIST SERVES ONLY AS AN INDICATOR OF THE NUMBER
AND VARIETY OF INSTALLATIONS SEEN OVER A VAST PROBLEM AREA
WHICH NOW CONFRONTS THE INTELLIGENCE COMMUNITY.
SARY SHAGAN AREA

DZHEZKAZGAN
47 48 N - 67 29 E
A LARGE INSTRUMENTATION SITE, POSSIBLY USED FOR MISSILE
TRACKING, SIMILAR TO THE CHELKAR SITE. IT CONTAINS
SEVERAL RADARS, INCLUDING ONE TOKEN TYPE, COMMUNICATIONS,
AND A SUPPORT AREA WITH APPROXIMATELY 20 BUILDINGS.
A NEW LAUNCH AREA (LAUNCH AREA C) IS IN THE EARLY STAGES OF
OF CONSTRUCTION AT THE TYURA TAM RANGEHEAD (SEE ACCOMPANYING
FIGURE). IT IS LOCATED APPROXIMATELY 2 NM EAST OF LAUNCH
AREA Bt AT 46 00 N - 63 35 E. THE AREA 15 SERVED BY BOTH
ROAD AND RAIL, AND INCLUDES AN ASSEMBLY/CHECKOUT BUILDING
240 X 125 FT AND SEPARATELY SECURED LAUNCH FACILITIES.
BECAUSE THE LAUNCH FACILITIES ARE IN THE EARLY STAGE OF
CONSTRUCTION, IT CANNOT BE DETERMINED WHETHER THERE WILL BE
ONE OR TWO LAUNCH POINTS OR WHETHER THE POINT OR POINTS
WILL BE ROAD OR RAIL SERVED OR BOTH. THIS LAUNCH AREA IS
DISTINCTLY DIFFERENT FROM LAUNCH AREAS A & B AND 15 AT
SURFACE LEVEL. NO INSTRUMENTATION IS APPARENT AT THIS TIME.
EXTREMELY HEAVY CLOUDS PREVAIL OVER THE REST OF THE COMPLEX.
LAUNCH AREA A IS COMPLETELY OBSCURED AND ONLY A SMALL
PORTION OF ITS IMMEDIATE SUPPORT AREA IS CLEAR. NO CHANGES
ARE NOTED IN THIS CLEAR AREA. LAUNCH AREA B IS ALSO
COMPLETELY OBSCURED BY CLOUDS. HOWEVER, THE ROAD AND WATER
LINE SERVING THIS AREA DO NOT APPEAR COMPLETE. A MAJOR
PORTION OF THE SUPPORT FACILITIES FOR LAUNCH AREA B IS
VISIBLE AND CONSTRUCTION IS CONTINUING. ALL OTHER MAJOR
FACILITIES AT THE COMPLEX ARE CLOUD COVER?D.
