12. Back round: This year we are suggesting that the Annual Report be
keyed to the-objectives of the DCI's National Foreign Intelligence Strategy,
now in final preparation. This will provide the members of Congress with a
current progress report on these key objectives and tie the National Foreign
Intelligence Strategy, programming requests, and the Annual Report together on
a common reference. (S)
Don Latham has expressed an interest in working with us in assuring the
timeliness and quality of the Defense input to the Annual Report and we have
accepted his offer of assistance. (C)

SUBJECT: The DCI's Annual Report to the Congress
1. For the last two years I have used the occasion of the Annual Report
to Congress as a means to discuss the substantial progress that has been made
in rebuilding intelligence capabilities. Given the current resource outlook,
however, I should like to alter the focus of the report somewhat this year,
and use a set of intelligence objectives and issues as an organizing
principle. I do this chiefly for two reasons. First, because I believe that
it is imperative for the Congress to have a clear understanding of the
difficult issues and problems which face the Intelligence Community. And
second, because I should like the Annual Report to echo themes contained in
the National Foreign Intelligence Strategy that is being developed. (S)
2. Both accomplishments and shortfalls should be addressed in terms of
the organizing topics. This should furnish individual agencies ample
opportunity to highlight specific successes and perceived deficiencies. It
should also supply a reasonable measure of our abilities, and provide some
sense of the value which the nation receives from its intelligence
activities. (U)
