SUBJECT: Preparation of the DCI's Annual Report to the Congress
1. The Annual Report to the Congress this year will cover the major
achievements of the Intelligence Community over the past four years of
rebuilding our intelligence capabilities, together with examples of what these
additional capabilities have meant in terms of both substantive and
operational output. The report will also address the highlights of the past
year's achievements presented in the context of the year s major substantive
developments. We shall focus on intelligence support provided to the
implementation of US policy objectives and on our continuing efforts to
improve the intelligence process. In addition, we shall discuss those
challenges that must be addressed if we are to continue to provide adequate
support to the policy process, particularly in light of future budgetary
constraints. (S)

TERMS OF REFERENCE
DCI's Annual Report to the Congress
1. The Annual Report to the Congress this year will cover the major
achievements of the Intelligence Community over the past four years of
rebuilding our intelligence capabilities. A major objective will be to
support the continued growth in the Intelligence Community's budget requests
in coordination with other presentations to Congress (namely, the DCI's
annual state of the world briefing, the CBJB, and the DCI's overview to the FY
1986 budget hearings). The report will also address the highlights of the
past year's achievements presented in the context of the year's major
substantive developments. Finally, it will set the stage for future decisions
by discussing the challenges that confront the Community in the years and
describe the investments that will be necessary to meet those challenges.
2. An outline of the annual report is attached to these terms of
reference for your guidance. Contributions to the specific sections are
requested as set forth below.
I. Introduction (to be prepared by the IC Staff)
II. Four years of rebuilding accomplishments from CIA, DIA, the
military services, INR, NSA, the NRO, and the collection and
information handling committees of the IC Staff. Describe
improvements in both analysis and collection in the areas of HUMINT,
SIGINT, and IMINT.
III. Where we are now. This area will discuss our capabilities to
direct US policy objectives in a number of areas. Contributions are
requested from CIA, DIA, the military services, INR, NSA and
collection committees as appropriate. The National Intelligence
Council will provide the substantive context into which specific
examples of collection, analytical and production contributions may
be integrated.
IV. Counterintelligence - from the FBI, DUSD(P), Security Committee
and the CI Staff. Accomplishments in terms of activities should be
discussed as well as our current capabilities in these areas.
V. Continuing Significant Deficiencies. These should be discussed
in terms of target topics. All contributors are asked to address
this section.
VI. The Challenges Ahead. This section will address the need to
maintain initiatives in order to meet future requirements such as the
complex signals environment of the 1990s, the information explosion
and the impact on processing and information handling technological
advances. All contributors are asked to address these challenges and
others which they see in the future which will require continued
additional investments. Some of these are of Community-wide concern
and have been discussed at past off-site conference while others
will be more program specific.

The Annual Report is not intended to be an encyclopaedic record of the
given year's actitivies. This year's report will address the accomplishments
of the last four years and highlight the most important achievements and
events of 1984. Some rank ordering should be provided to the examples
submitted in order to assist in their int nrAtinn a finished report.
These contributions can be in draft form.
The following schedule should provide sufficient time to meet a
mid-February publication date:
18 December - Terms of Reference to Program Managers
18 January - Contributions from Program Managers Due
28 January - First Draft to IC Staff and DCI
4 February - Draft to Program Managers for coordination and comment
8 February - Final Draft to DCI and Program Managers
15 February - Publication
