SCIENCE AND TECHNOLOGY ADVISORY PANEL '
Principal Functions
1.. To recommend initiatives and introduce new
thinking on ways to provide early warning
of significant S&T developments.
2.. To recommend new directions and emphases in
S$T collection, processing, and production;
as well-as to recommend changes- in al-loca-- -
tions of resources, both manpower and money.
3. To serve as a quality control. mechanism; an
outside source for objective evaluation of
national substantive SfT analysis..
4.. To provide new linkages and interactions be-
tween the intelligence and.non-intelligence
communities.
5. To assist in. interdisciplinary studies; par-
ticularly those broad or new subjects---- --
that do --not fit--- neatly -- into exi s Ling- - s truc-
tures.
6. To review evidence on existing S&T intelli-
gence "enigmas" and to suggest avenues for
solving these unknowns.

TITLE: Scientific and Technical Intelligence Committee
FUNCTION: The operating precept of the STIC is to provide
early warning of foreign scientific or technical
advances, whether indigenous or imported, which
could signi.fi.cantly effect the national security
or national welfare of the United States. Its
mission is to develop and maintain a unified
intelligence community approach. to the production
of foreign intelligence on developing SE;T areas
i.n support of national and mult:idepartmental
oh j Oct Ives . The S'I 1(: advises US f B on St" ;T matters
within its areas of concern. The STIC, in support
of USIB, will also review, stimulate, guide
and coordinate collection activities and infor-
mation processing in response to resourse
management objectives in this area. The STIC
also provides a mechanism for the timely exchange
of SE,T information for intelligence purposes
related to national securi.ty.
MEMBERSHIP: See Attachment (1) Membership List
ANNUAL COST: None in excess of salaries -- with exception
of perdiem and minor expenses associated with
infrequent travel.
