SUBJECT: Briefing of House Foreign Affairs (HFA) Committee
Staffers on Latin America
1. At their request, House Foreign Affairs Committee
staffers Bob Boyer and Bob Jenkins were given a pre-trip
briefing on the terrorist threat in Central and South
America on 30 October 1984. State Department Security
Officer Semour DeWitt, who will joint the STAFFDEL, also
attended the two-hour brie of

2. The briefing began with an overview of terrorist
activity in Central America which included a discussion of
terrorist targets, the low level of recorded attacks, and
the tactics and strategies that are likely to be employed in
the coming year. Some time was spent in a round-table
discussion of the various definitions of "terrorism" and the
distinction between insurgents and terrorists. US officials
and installations were deemed likely targets of an
increasing number of terrorists acts worldwide. The Cuban
and Libyan roles were also discussed.
3. With regard to South America, Colombia was depicted
as the nation most troubled by terrorist activity. The
ultra-radical "S.L." terrorists in Peru were discussed,
including the organization's long-term impact on domestic
stability. The narcotics link to terrorism was considered,
but it was pointed out that such a connection does not exist
in every Latin American country.

4. The staffers' notes were stamped Secret and sent to
the Hill via courier. Included was a Confidential chart
designating the number and types of terrorist attacks on US
targets from January-September 1984. Bob Boyer requested
and Mr. Boyer was so informed.
