SUBJECT: Purported Conflict of Interest of Gray and Company.
It has come to our attention that Admiral Daniel Murphy, USN
(Ret), of Gray and Company, a former Deputy Director at the
Central Intelligence Agency, is now officially representing the
illegal Communist government of Angola. We have also heard that
Gray and Company is involved in discussions to officially
represent the Soviet Union in Washington. Additionally, it is
reported that Admiral Murphy still holds a top secret clearance.
If these facts are true, there may be numerous problems
raised by an individual of Admiral Murphy's stature having a top
secret clearance while directing lobbying efforts for communist
Angola. Not the least of these problems are the implications it
has for our national security. Moreover, Admiral Murphy and Gray
and Company may have both a legal and ethical conflict of
interest.
Inasmuch as the communist government Admiral Murphy repre-
sents currently engages in active hostilities with our govern-
ment it appears that there is some urgency to this issue.
Perhaps Admiral Murphy's top secret clearance should be revoked
or put on hold until a thorough and prudent investigation can be
made of this matter.
