: The current nuclear-arms race between the United States
and the SovietUnion will soon lead to world war, says former
American spy Peter N.
prediction during a lecture

James based his ominous warnings oninformation that he
'has gathered during visits with high-ranking political leaders
But he also warned that the "Reagan route" of matching the
Soviets weapon for weapon will precipitate the. use of those
James advocates a new approach in U.S. dealings with theI
viet threat: halting production of land-based nuclear
apons, expanding U.S. nuclear submarine capability, and
veloping what he calls "a technological breakthrough that

superiority, are ahead of the United States in the develop
ment of this new technology.
James said he believes that, by beefing up its strategic
nuclear submarine force and maintaining the defensive
capabilities of particle-beam weapons, the United States will I

He added that this massive military buildup has been
conducted at the expense of the Russian economy and people.

James said the two SALT treaties grant the Soviets
-significant advantages in virtually every phase of nuclear
weaponry. "We guarantee the Soviet Union superiority," he

James also warned that the United States is "headed for a
disaster" in its dealings in Latin America. He said the people
of Latin America despise the United States because it has
backed corrupt regimes that have no regard for human
rights. "We are setting up Irans all over the world," he said.
Within two years the United States will experience demon-
strations against the Reagan administration's policies which
will match the intensity of the demonstrations of the Vietnam
War era, Jamespredicted. He said these outbursts will result
from dissatisfaction with U.S. policy in Latin America.
