SUBJECT: State Department Query on Arms Control Monitoring
1. The attached memorandum from State/INR asks some fundamental, tough
questions about future 'DS capabilities to monitor arms control agreements.
The DDCI has promised a thoughtful response in the next few weeks, and your
committees are the repository of the best and most experienced minds on this
2. I would be grateful if you would provide me in the next week or so
with a joint response to State Department's questions. If your response
requires the work or assistance of other interagency elements of the
Intelligence Community, please feel free to engage them.
3. This request addresses some quite fundamental questions, and I
believe you should feel free to answer these issues at whatever classification

1. Thank you for your memorandum of.10 January, posing a number of
questions on future US capabilities for monitoring arms control agreements.
2. They are good questions, with important implications, both for US
intelligence and for the direction of US arms control policy. Consequently, I
want to tap the best sources in the Intelligence Community to give this
subject thoughtful treatment. We have set this process in motion, and expect
to have a response for you in the next few weeks.
