SUBJECT: Approval to Hire Handyman as an
- Independent Contractor
REFERENCE:. Memo to D/OP from D/OTS, dtd 22 Apr 82,

1. While I appreciate the frustrations of the Office of Technical Service
(OTS) regarding GSA maintenance, I strongly urge that the request to hire a
handyman as an independent contractor be disapproved.
2. As you are aware, we will be taking over responsibility for the opera-
tion and maintenance in the future and we would appreciate the
opportunity-to see how that experiment is conducted before we launch off in
similar directions elsewhere. We have realized some slight progress in GSA's
responsiveness in recent months, and we continue to negotiate with them on a
series of topics (including the takeover of the maintenance of the OTS facility).
These negotiations will culminate in my meeting with the head of GSA in the near
future. If we were to proceed with the hiring of a handyman, I believe that this
would unhinge all the progress that we have made to date and exacerbate the tension
between GSA and the Agency. Finally, our budgeted funds in SLUC are supposed to
take care of these types of problems; we should continue to hold GSA's foot to
the fire in demanding the services which represent our SLUC contribution.
