Dear Mr. Weber:
Thank you for your letter dated March 4, 1982, concerning
the firm of Samborn, Steketee, Otis and Evans, Inc. We are in
receipt of this firm's qualifications statement.
Because of the importance of this project to the Agency, we
have paid particular attention to the design of our selection
process to ensure that the ultimate choice of one firm will
result from a fair and equitable consideration of the
qualifications of all interested firms.
Unfortunately, we are unable to grant Mr. Shapiro's request
for an interview without jeopardizing the equity of the process.
Response to our nationwide advertisement has been such that
granting interviews to all firms is not practical. Granting
interviews to a few firms would be inequitable.
We appreciate Mr. Shapiro's interest in our project and
believe the high quality of the qualifications statement
submitted by his firm provides an excellent understanding of
their abilities.

I am writing in strong support of the Toledo firm of Samborn,
Steketee, Otis and Evans, Inc., which has submitted its
qualifications to you for architectural/engineering services
for the new CIA facilities at Langley, Virginia.
We in Toledo have long recognized Samborn, Steketee, Otis
and Evans as being outstanding in its field. Their list of
completed projects reads like a tourist's guide of new con-
struction in Northwestern Ohio and elsewhere.
Computer graphics has been an important part of S.S.O.E.'s
methodology for more than three years. Their capacity in this
respect is especially impressive and noteworthy in that computer
graphics is a prerequisite to your contract.
I am extremely interested in being certain that the capabilities
of this firm are fully appreciated by you. Therefore I would
urge that in the process of reviewing their qualifications
you arrange for a personal interview with David H. Shapiro,
Executive Vice President of S.S.O.E., who would be project
director for this endeavor.
