C. 20505 The Revised Master Plan for the Central Intelligence Agency, Langley, Virginia, approved by the Commission on January 21, 1982, contains new developments which we understand are proposed for the near future. Your July 31, 1981, response to Helen M. Scharf, Chairman, regarding submission of proposed CIA recommendations for FY 1983 capital budget requests and FY 1983- 1987 capital improvements program indicated that feasibility studies were under- way that could lead to capital funding requests in the next five years but that the FY 1983-1987 program for your agency contained no request. Since the proposed new developments incorporated in the revised master plan have been made public and have been discussed in some detail with state and county officials, as well as interested individuals, questions will likely be raised if these new developments are not reflected in the Federal Capital Improvements Program for the National Capital Region, FY 1983-1987. In view of the likely public confusion and concern over the absence of a CIA capital program, your reconsideration of possible FY 1983-1987 capital improve- ments program submissions would be appreciated. Should the Agency plan to make capital funding requests in the next five years, an additional copy of the Commission's Instructions for submitting this information, including forms A. B and C. is enclosed. The draft program is now being prepared and will be circu- lated for regional review next March or April.
