On Wednesday, June 13, the Hoover Institution is hosting a meeting in Washington,
DC under the co-chairmanship of myself, Harry Rowen (Senior Research Fellow,
Hoover Institution), and Paul Seabury (Professor of Political Science, University of
California at Berkeley). The subject is "The Orchestration of Soviet Proxy Assets:
The Case of Latin America and the Caribbean."
With this letter I would like to extend to you a cordial invitation to attend, and
would appreciate your response as soon as possible. A detailed agenda, as well as
the location of the meeting, will be forwarded to you later this month. Please note
that there will be a morning session followed by lunch, and an afternoon session
thereafter. Cocktails and dinner will be served following a break of several hours
at the conclusion of the afternoon session.
The purpose of this meeting, which will not exceed two dozen people, is to explore
in general terms the nature of the problem during the morning session; that is to
say (1) how is the orchestration conducted; (2) what is the variety of instruments
used by the Soviet Union on a regional as well as global basis; (3) what is the array
of political instruments used on a regional and global basis and how do they affect
public opinion in the United States and Western Europe; and (4) what is the modus
operandi and who conducts?
While the morning session will look at the nature of the problem and at the general
orchestration in Central America and the Caribbean, the afternoon session will look
at Grenada and El Salvador in particular.
In both sessions two individuals will lead off with short comments of their own
followed by discussion. Dinner will be followed by some brief remarks and
observations on the meeting as a whole with a view toward what topics might be
profitably covered in future meetings.
