RUMSFELD,.former special U.S. envoy to the Middle East DONALDSON: Well, Mr. Rumsfeld, you say it's a dangerous world. When the Japanese attacked Pearl Harbor, we did not respond that way./ You've pointed out that other countries are-sponsoring this terrorism against us. Why shouldn't we retaliate? We did not retaliate after our embassy was blown up a year and a half ago. We did not retaliate last October when the Marines were blown up. Should we now retaliate? RUMSFELD: I wouldn't want to get into this instance, but there's no question but that there are instances when it would be appropriate. For example, the first thing that needs to be done is to improve our intelligence-gathering capability. A second thing, it seems to me, is to 'leperdize' (sic) the states that are engaged in state-sponsored terrorist. They can be isolated politically and economically. And I think that there are instances when attacks on specific targets, selected targets in countries that are engaged in.this type of terrorism would be appropriate.
