Dear Sir Reginald,
The Sino-Soviet conference just concluded was to my mind very useful.
The device of panels, coupled with the plenary discussions, allowed inquiry
into a very broad topic. I hope the general optimism of the conference is not
misplaced; we do not want to look around in 1990 and discover an unmanageable
environment in East Asia. Although unlikely, such an environment would
severely tax current strategic calculations.

The Americans--though I don't speak for them--were cheered to discover
that British, French and German experts looked at East Asia in much the same
fashion as we do.

Your staff deserve special praise for their smooth handling of
correspondence, transportation and accommodations. And the surroundings at
Ditchley House defy description, though I have been trying to do so to my
colleagues and family.
