Weekly Report
Directorate of Administration
-- An internal Office of Communications working group has been
established to perform a comprehensive survey of our Communications
Security procedures and practices in both the foreign and domestic
arenas.
As a result of a coordinated effort between the Office of Personnel
and the Offices of Securit and Medical Services, Career Trainees for
the 15 July class reached This is the largest class size on
record for the past several years. Included in the class are ^
trainees for the DO, for the DI, for the DS&T; and[ :]for the

should take precedence. We anticipate many more registrations being
submitted in the coming weeks.

employee benefits legislation. The session was informative and provided
an insight to such pending issues as the Federal Employees Health
Benefits Program (FEHBP), retirement, pay equity, cost of living
allowance (COLA), and tax reform. A major topic of discussion was the
FEHBP reserves and the fact that the Administration and the
Congressional Committees are looking seriously at the excess FEHBP
reserves with an eye to using them to reduce the budget deficit. The
Committee staff members both indicated that some budget savings would
come from Federal benefits and, if not from COLA or pay, the next likely
place would be FEHBP reserves. Although several bills were discussed in
general, it is apparent that the foremost issue on the Hill is the budget
resolution and then supplemental retirement.
h. The Executive Director approved an OP proposal to eliminate
the restriction on advancing sick leave when an employee has more than 25X1
160 hours of annual leave. A previous review of the issue led to the
conclusion that there was no valid reason for this policy today,
especially in view of the fact that other Government agencies have no
such restriction. Appropriate Agency announcements of this policy change
are being processed. 25X1

Lieutenant General D. M. Twomey, the Commanding General, an Agency Seal
and a letter of appreciation from the DDCI. The recognition is well
deserved since the Marines conduct special sessions for our Military
Analysis Course on basic organization, tactics, and weapons--including a
display that ranges from small arms to tanks and amphibious vehicles.
They also let us attend firepower demonstrations, held for their officer
students. In addition, they allowed us to bring along military analysts
not in the course. In discussion with the D/OTE after the presentation,
General Twomey expressed a willingness to provide additional informal
support to other OTE programs.

Services (OIS) attended the National Classification Management Society
Seminar. The theme of the seminar was "Classification Management - A
Prerequisite to an Effective Information Security Program." The speakers
from both government and private industry discussed current and future

nrnhlcros in the field of classification management. Prominent speakers
considerable discussion focused on the damage to national
security as a result of the "Walker" case and the impact of pending
legislation. There also was a great deal of discussion--at times
heated--on the recent announcement by the Secretary of Defense requiring
a 10 percent reduction in security clearances for all components of the
Department of Defense (DOD), including defense contractors. The seminar
was very informative and provided a great deal of insight into the plans,
programs, and problems of other government agencies and private industry
in the field of classification management.
u. At the beginning of the calendar year the Information and
Privacy Division's FOIA backlog stood at 2,955 cases. During the
last seven months, OIS has received 1,611 new cases and closed 2,358.
The current total in the queue now stands at 2,208 and there continues to
be a downward trend.

ALA provided Otto Reich, Coordinator for Public Diplomacy
for Latin America and the Caribbean, a written evaluation of a
State Department study on Human Rights in Cuba.
NESA prepared: a special project on Libya, comments on the
Shah's proposed peace plan, a memorandum on Rajiv Gandhi's
political initiatives in South Asia, and an overview of morale
problems in the Afghan Air Force.
OEA responded to a request from the Chairman of the Senate
Select Committee on Intelligence on an Amnesty International
report on human rights abuses in East Timor.
OGI prepared a background paper on analytical work related
to the hostile intelligence threat.
SOVA provided a briefing paper on Soviet Trade with the West
for DCI presentation to the Trade and Economic Council.

ACIS attended IG meetings on SDI and Defense/Space.
ALA and OGI briefed NSC staffers on the status of the
Cartagena Debtors' Group.
EURA briefed outgoing Consular General Izmir on political,
economic, and military issues in Turkey.
NESA hosted a conference for Intelligence Community analysts
on collection needs, analysts' approaches, and policymakers'
concerns on Afghanistan.

activities in Caribbean.

OGI provided data to the State Department on terrorist
incidents at Athens Airport, in Western Europe, and worldwide.

accuracy of the SS-NX-23 SLBM and the SS-18 and SS-19 ICBMs.
OSWR briefed Ambassador Pickering on SA-5s in the Mid-East.
SOVA prepared a briefing for the US-Soviet Summit package
for the NSC Staff.
SOVA presented the CIA estimate for Soviet tank and
artillery production to the Ground. Forces Working Group.
Looking Ahead
ALA, NESA, and OGI will brief the Interagency Task Force for
the African Emergency on DI research plans.
NESA will brief the Interagency Intelligence Committee on

Department papers on the Agreement for Nuclear Cooperation between the
US and the PRC. Mr. Low also joined the DCI in a meeting with
Ambassador Keating to discuss efforts to stimulate private sector
develo ment in LDCs
NIO/FDIA (H. F. Hutchinson, Jr.) prepared background material on the
hostile intelligence threat for the DDCI's use in an appearance before
the SSCI.

NIO/East Asia (Carl Ford) briefed members of the Senate Foreign
Relations Committee on the Philippines; met with John Maisto, State
Department Country Director for the Philippines; chaired a meeting of
the Special Philippine Analytic Group; met with Ambassador Ray Gonzales,
a State Department Inspector General, to discuss coordination between
the East Asia Bureau and the Intelligence Community; met with Defense
Intelligence officer to discuss East Asia; hosted a luncheon
for US Ambassador to Burma onohue; discussed Vietnam and Cambodia
with DIA analysts; and met with OSO officers for discussions on Asia.
NIO/Economics (David Low)--as Acting NIO/Nuclear Proliferation--with
A/NIO/AL briefed ACDA Director Kenneth Adelman,
Dr. Lewis Dunn, Assistant Director for Nuclear Weapons Control, and
Michael Guhin, Counselor to the Director, on the Pakistani nuclear
program and the Agreement for Nuclear Cooperation with the PRC; and
briefed Deputy Secretary of State Whitehead on the Pakistani nuclear
program, with Ambassadors Abramowitz and Kennedy. Mr. Low also attended
a meeting chaired by the NSC Staff with NIO/LA (Robert Vickers) to
review the position of President-Elect Garcia on the debt issue in
anticipation of Treasury Secretary Baker's visit to Peru; met with
D/EURA to discuss economic issues related to Europe and Canada and also
the EURA 1qAA Plan; and with A/NIO/Economics
met with of the Hudson Institute to discuss various

Morocco; met with an American University scholar doing research on

NIO/SP (Lawrence Gershwin) met with Andrew Marshall of OSD/NA and
SODA analysts to discuss the update to the Joint Net Assessment on
Strategic Forces; was briefed by Air Force Intelligence analysts on
Soviet deception in imagery; met with WISSIC Subcommittee Chairmen to
discuss their support for NIE 11-3/8-86; briefed Dr. Donald Hicks,
Undersecretary of Defense/R&E, on Soviet strategic offensive force
developments; and briefed the Defense Policy Board on Soviet strategic
forces.
NIO/S&T (Julian Nall), with A-NIO/S&TI Imet with
C/SE/DO to discuss closer interaction on S&T matters; and attended the
STAP meeting.
NIO/USSR (Fritz Ermarth) met with members of the PFIAB to discuss a
project chaired by Henry Kissinger; met with NSC staff member Don
Fortier regarding Soviet policy toward the Middle East; and convened an
NIO-SOVA discussion on Soviet military doctrine.

A third quarter Comptroller's Meeting was held with the Deputies to review
our 1985 manpower and financial status.
Budget Course
The Office of the Comptroller has designed a much needed budget course
geared to mid-level budget officers to provide guidance and hands-on exper-
ience in compiling and processing Agency budget data. The first running of
the course will begin next week and will run for
five days.

There has been no activity with the Reserve for Contingencies this week.

1. U.S. Charges of Nicaraguan Terrorism
The Washington Post story stirred interest in both
Intelligence Committees. responded to a call from
Chairman Durenberger for information on the intelligence basis
for the Administration statement. Chairman Hamilton requested a
briefing on the same subject which is scheduled for Monday,
22 July.
2. Moynihan Amendment on Foreign Surveillance of U.S.
Persons
In accordance with the DCI's instructions, we called DoD
Congressional Liaison and told them of the urgent need to
publicly oppose the Moynihan Amendment which is attached to the
State Authorization Bill now in Conference.
