1. Action Requested: None. This is background informat on for your
address to the o ssociation of Old Crows (AOC) Electronic W rfare Technical
Symposium on Tuesday, 1 October at the Sheraton Washington Hotol, 2660 Woodley
Road, N.W., (corner of Woodley and Connecticut), Washington, D4C. Phone
328-2000.

scheduled to run from 9:10 - 9:45 a.m. The suggested format i for your
keynote address to take most of the allotted time and, if you hoose, to
accept a few unclassified questions at the close of your prepared remarks.

Additional materials requested by were sent to our office
yesterday. Congressman Les Aspin (D-WI), whose speech follow yours, and Mr.
Driessen will be on stage with you. (See opposite agenda and biographies.) A
podium and microphone will be available.
3. Audience: Approximately 1800 electronic warfare spe ialists from the
military, , and private industry will attend. All hold SE RET or higher
clearances. Although members of the media will not be allowe4 to attend your
address, we understand that representatives from NATO countri s and Australia
and New Zealand will be present.

SUBJECT: Keynote Address of the Old Crows Association
4. Background: The Association of Old Crows is a professional
association of individuals engaged in the science of electronic warfare,
electronic defense, C3CM and related disciplines. The membership includes
scientists, engineers, managers, operators, educators, and mill ary personnel
in all grades.

The AOC was organized in 1964 to provide a forum for the echange of
information on the technical and operational aspects of EW and elated
fields. It has since grown to over 87 chapters with more than 3,000 members
in the United States and 47 foreign countries. The AOC works f r the
advancement of electronic defense subjects with the full cooper tion of the
United States Department of Defense and defense organizations o allied
nations by conducting technical symposia, field demonstrations,land other
educational programs. (For further information see brochure op~osite.)
The name "Old Crows" emerged from the first large-scale usl of EW during
World War II. United States and Allied bombing raids over Euro a were
equipped with radio and radar receivers to monitor the enemy, aid transmitters
to jam enemy frequencies. The receivers and transmitters were art of the
Allied Radio Countermeasures (RCM) efforts and were designed, p oduced and
used under the equipment's common codeword "Raven." Operators ho flew on the
missions were known as "Raven Operators." Common jargon later changed the
term "Raven" to "Crows." I
5. Banquet: You have agreed to attend the AOC banquet on'Wednesday,
2 October which will be held at 8:00 p.m. in the Sheraton Washi gton
Ballroom. A reception for the headtable participants will be held in the
Delaware Room at 7:30 p.m. (See opposite for headtable list and
biographies.) Senator Phil Gramm (R-TX) is the guest speaker f (,r the evening
and will be seated to your right. LTG William E. Odom will be on your left.

Other speakers who are on the program besides Congressman Aspin are
General Hans-Joachim Mack, Deputy Supreme Allied Commander, Europe and
