1. I am transmitting herewith a MFR summarizing the results of our meeting of
12/07/84. Please review and let me know if I have~f ailed to capture the
essential points correctly. In accordance with my understanding of the
consensus reached on the exchange of security certifications, I have drafted
some proposed language for incorporation in the revised MOU on this subject.
I hope this will be satisfactory.

Summary of Meeting on Dec. 7, 1984, on Coins/UOGIIS MOU Revision

2. It was agreed that the MFR prepared as a result of the previous
meeting accurately reflected the items agreed upon.
3. COINS PMO reported that BBN had responded in the affirmative to the
question posed at the previous meeting as to the capability of the C-70
network monitoring centers to pass a defined subset of network status
information between network centers. Based upon this understanding it was
agreed that the DODIIS network control center would pass 'to COINS that subset
of network status information relating to DODIIS nodes having access to CONS,
provided the details of the content of the information and the means of its
transmission are acceptable to DODIIS. It was agreed that these details could
be referred to JOIN and that the agreement in principle to provide the
requested information on the stated basis was all that should be addressed by
the MOU.
4. After considerable discussion it was agreed that UC1U 1/16 was a
satisfactory basis upon which to exchange security certification. It was also
agreed that the MOU could provide for an annual exchange of certification of
accreditation in accordance with DCID 1/16 provided the language of the MOU
made it clear that the procedures to accredit and certify each network's
security status remained the sole perogative of the SO1C of each network in
accordance with the provisions of DCID 1/16. agreed to draft
and submit to the participants draft language designed to incorporate this
agreement in the proposed MGU revision.
5. The previous proposal to amend the DODIIS standard network identifier
to conform to the COINS standard was discussed. It was reported that the
DODIIS standard had recently been adopted and implemented and that it would be
impossible at this juncture to make the changes that would be required. It
was, therefore, agreed that each network would continue to use the identifier
standard now prescribed and that the differences could be resolved by the use
of translation tables.

6, reported that he was working on a paper which woulo
address the issues involved in gateway design and that discussion of this
issue should be postponed until the next meeting, which was agreed to.
7, discussed the CO1NS policies on file selection and
access authorization and suggested that similar policies shoulo be adopted ano
agreed upon by both networks. DOD11S representatives agreed to study this
proposal.
8. It was agreed that policies for the exchange of information between
NSOs on the handling of security problem reports were desirable and should be
worked out and agreed upon. It was also agreed that this agreement in
principle was all that was required as far as the MOU was concerned and that
the details should be addressed later in a different forum.
9. It was concluded that should attempt a new draft of a
proposed MOU for review and consideration at the next meeting to be held in
January.
