contains the basic guidelines needed in making
preparation for Operation Alert 1957. Additional
annexes will be issued on special subjects outlined
in the memorandum as they are developed.
Coordination and development of these
guidelines are being effected through the Interagency
Planning Group.

PROGRAM MEMORANDUM X-12
TO HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES
SUBJECT: Operation Alert 1957.
1. A national readiness exercise, designated as "Operation Alert
1957," will be held in July 1957.
2. Purpose. Purpose of "Operation Alert 1957" is to Improve the
readiness of the nation to meet promptly and effectively emergency sit-
uations, resulting from enemy action. Particular attention and emphasis
will be directed at increased education of the public, training of the
civil defense forces, and the performance of immediate essential wartime
functions of the Federal agencies.
3. Objectives. Objectives of the exercise are:
A. To appraise and improve the national readiness to --
(1) Execute actions necessary to prosecute success-
fully a war evolving from an attack on U.S. forces
and/or an attack on the continental United States;
(2) Meet the survival and recovery needs of the nation;
(3) Maintain and strengthen the functioning of govern-
ment at local, State, and national levels under
emergency situations.
B. To determine the necessary modifications in mobilization
planning that will enable the nation to best meet emer-
gency situations.
4. Scope. The exercise will be conducted within the scope of
mobilization plans. The situation will include a mobilization emer-
gency period culminating In an attack on the United States.

5. Guidelines. Instructions to be developed with the assistance
of the Interagency Planning Group and will include the following guide-
lines:
Anrex No. 1 - The assumptions. operationa~ guidance and
time phasing for the exercise (attached).
Annex No. 2 - Communications (to be developed and dis-
tributed).
Annex No. 3 - Damage Assessment (to be developed and
distributed).
Annex No. 4 - Relocation Operations Guide &to be developed
and distributed).
Annex No. 5 - Evaluation and Reports (to be developed and
distributed).
Annex No. 6 - Public Information (to be developed and
distributed).

ANNEX NO. I

TO HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES
SUBJECT: Assumptions, Operational Guidance and Time Phasing for
Operation Alert 1957.
1. The exercise will start early In June with an assumed inter-
national situation that quickly develops into a Plan C situation, fol-
lowed in July with an hypothetical attack on the United States.
2. The Plan C situation will be a controlled situation running
for approximately 30 to 45 days and will be played internally within
the Federal government. This phase will be played in place.
3. During the period certain Presidential Actions will be directed:
a. Order to step up war organization and civil defense.
b. Directing that precautionary measures be taken and that
the relocation sites be manned by cadres (Wartime Organization
Structure) and other actions appropriate to the situation.
4. The 0-Minus situation will be triggered by an hypothetical at-
tack on the United States. Initial air raid warning 11:00 a.m., EST,
Friday, July 12, 1957.
5. The D-Minus situation will be phased Into two operational
periods.
a. First phase is the civil defense phase and would run
from the air raid warning through July 14. The Federal agencies
would operate during this period, from their relocation sites,
with the cadres that are in place, on exercise operations. The
targets will not be announced prior to the attack and information
including damage assessment will be developed from initial report-
ing from local civil defense units. Survival and concurrent
mobilization actions will be taken.

b. The second phase will start on Monday. July 15 and run
through July 19. All Federal agencies will augment their cadres
at relocation sites during this period. The situation will be
a 0-plus (0-plus 5 or 10), and will open with a scenario that
will incorporate the principal actions taken with the Initial
assessment of the damage to the United States which will permit
the continuity of mobilization actions.
Pe-sonnel strength at relocation sites.
The assignment of personnel to relocation sites will be the
responsibility of the agency concerned, consistent with the actual
}and assumed situation and with the objective .Df the exercise.
