SUBJECT: NIC Activity Report, 28 January - 1 February 1985
I. DCI/DDCI-Assigned Tasks
NIO at Large (Hal Ford) prepared a draft NIC Threat Outlook, and the
DCI's Worldwide Briefing for the House Armed Services Committee, with the
assistance of the NIOs. Mr. Ford also consulted with officers of the NSC,
State Department, and OGI concerning Radio Marti
and prepared a memorandum on these subjects for the DCI.
National Intelligence Officers Fritz Ermarth (USSR), Graham Fuller
(NESA), Lawrence Gershwin (SP), David Low (at Large), George Montgomery
(GPF), Julian Nall (S&T), Robert Vickers (LA), and David Whipple (CT)
participated in the DCI's Worldwide Briefings of the Senate Armed Services
Committee.
NIO/Latin America (Robert Vickers) and officers of NPIC met with the
DCI to discuss the status of Nicaraguan airfield construction.
Assistant NIO/Latin America) prepared a Central
American update for the DCI's use at a meeting with Mr. McFarlane.
NIO/USSR (Fritz Ermarth) and A/NIO/USSR' (prepared
talking points for the DCI on Chernenko and Soviet succession.

III. Of Interest This Week
NIO/Africa (Frederick Wettering) attended an NSC-chaired interagency
working group meeting on NSSD: Food for Progress Initiative; met with the
US Ambassador to Guinea; met with Deputy Assistant Secretary of State
James Bishop to discuss US diplomatic activity in Africa, particularly the
Horn and Southern Africa; met with Mark Edelman, Assistant Aid
Administrator for Africa, to discuss regional economic problems; attended
an interagenc workin group meeting on refugees in Africa; and with
A/NIO/Africa briefed a State IG Inspection Team on
several African countries.
NIO at Large (Hal Ford) prepared background material on Radio Marti
for C/NIC's use at a CPPG meeting.
NIO at Large (David Low) with A/NI0/ALI met with Dr.
Thomas Welch, Assistant to the Secretary of Defense for Atomic Energy, and
his assistant to discuss Community briefings relating to the proposed DOD
binary CW program.

Assistant NIO at Large visited the DOE Hanford
facility at Richland, Washington, the Lawrence Livermore National
Laboratory, and the Nevada Test Site.
NIO/Counterterrorism and Narcotics (Charles Allen) met with FBI
Assistant Directors Revell (Criminal Investigative Division) and Bayse
(Technical Services Division)
met with Assistant Secretary of State Oakley and
Deputy Assistant Secretary Borg with a DDO officer and David Whipple to
discuss intelligence support on terrorism to the Department, and also the
Community Threat Warning System that will be initiated on 1 February under
Mr. Allen's direction; with Assistant NIO/Narcotics met
with Assistant Secretary of State Thomas and Deputy Assistant Secretary
Taylor to discuss State/INM's needs for Community collection and analysis
to support policy initiatives; and met with Assistant Administrator Long
and Senior DEA intelligence officials to discuss DEA's role in the
intelligence process and Community support for DEA foreign operations.
Assistant NIO/East Asial met with officers of
OEA/China to discuss a planned estimate that will assess China's new
direction and its implications for the US; with NIO/Europe (Col. George
Kolt), attended a presentation by LtGen Odom on Soviet military doctrine
and its relation to US military posture and the arms control talks; met
with the US Ambassador to the Philippines to discuss Marcos' health and
developments in Manila; met with State Department Japan desk officers
regarding the Japanese defense budget;
Acting NIO/Economics met with a representative of the
Technology Transfer Assessment en er (TTAC) and the Chief of the OSWR
Space Systems Division to discuss the Space Station and other space issues
which may arise at the May Bonn Economic Summit; and with DD/OALA, met
with an interagency task force chaired by the NSC to discuss NSSD 2-85:
Economic Development for Central America.
NIO/Europe (Col. George Kolt) and A/NIO/Europe
discussed current issues with the US Ambassador to the Netherlands.
Assistant NIO/GPFI (discussed National Estimates
with officers of the National War College's Strategic Concepts Development
Center, particularly Warning of War in Europe and Soviet Capabilities for
Multitheater War.
NIO/Latin America (Robert Vickers) discussed the situation in Chile
with NSC staff member Constantine Menges; debriefed Congressman James

Leach on Cuba, with officers of OLL; met with Ambassador Stabler Wells to
discuss State Department political reporting on Honduras and Costa Rica;
met with the Defense Intelligence Officer for Latin America to discuss the
estimate onl and SOUTHCOM input to the estimative process;
met with D/OALA to discuss the upcoming estimative program.
Assistant NIO/Latin Americal JI briefed students of
the Defense Intelligence College on key Central American intelligence
issues.
NIO/NESA (Graham Fuller) discussed OPEC oil strategy with
; met with a Harvard University specialist in New York to discuss
Libya; discussed Middle East affairs in New York with an investment
corporation officer; attended a Seminar on Shiism at the Council on
Foreign Relations; met with the NSC Director of Middle East Policy; and
attended a Wilson Institute Seminar on Soviets in the Middle East and the
Third World.
NIO/SP (Lawrence Gershwin) met with officers of OSD Net Assessment to
discuss their comparison of US and Soviet SDI potential; with NIO/USSR
(Fritz Ermarth), met with Andrew Marshall, LtGen Odom, and Gordon Negus of
DIA to discuss Soviet assessments of the strategic balance; and with
NIO/USSR and C/ACIS, briefed Max Kampelman, John Tower, Kenneth Adelman,
Ambassador Nitze, and Ambassador Rowny on various topics as background for
the arms control negotiations.
Assistant NIO/SP
met with personnel of Air Force Studies and Analysis on air defense
measures of effectiveness.
NIO/SP (Lawrence Gershwin) and A/NIO/SPI briefed
Department of Energy officials on Soviet strategic and space programs.
Assistant NIO/USSR briefed a group of Colgate
University students on the Soviet estimates process and the current
outlook for the Soviet Union; attended a discussion led by Senator Gary
Hart on "The Future of Arms Control"; and held an interagency meeting on
external contracting related to Soviet domestic developments.
NIO/Warning (John Bird) participated in a CNO-sponsored off-site
simulation and seminar on warning and crisis management, with A/NIO/W
met with officers of ORD, SOVA, and EURA to review
a Systems Planning Corporation proposal for an economic warning analytic
model; met with the Agency SIGINT representative to discuss
early warning with cooperating intelligence services; and met with D/EURA
and SOVA officers
