Dear Mr. Secretary:
Since no decision will be made for a few months on
responsibility for foreign information-propaganda activities in time
of war, I should like to have simulated activities in this field during
Operation Alert 1957 coordinated by an interdepartmental committee
of interested agencies under the chairmanship of the Department of
State. The Department of State would moreover continue its customary
function of furnishing foreign policy guidance, this time on simulated
developments, to the US Information Agency and other interested
agencies, which would have the responsibility of voicing the United.
States position to foreign peoples.
I should appreciate receiving your concurrence to the above
along with your nomination of the Department of State chairman who
would then be expected to get in touch with appropriate officers of the
other agencies in order to set the committee in motion immediately.
I am sending copies of this letter to the interested agencies.
