document, we have no objection to its declassification from a CIA point of

1. By letter of 17 March 1982 (attached), Representative Robert McClory
(R., IL) has requested a declassification review of the attached House Committee
on Expenditures Hearing (27 June 1947). In reviewing the request with
OGC, he suggested I forward the document and the incoming letter to you
for initiation of the declassification process. I would appreciate your informing
me of the process itself and of the time that would be involved in any such

it is my undersLanding that the only remaining copy of hearings on the
National Security Act of 1947 conducted in executive session by the House
Committee on nditures in the Executive Departments -- which to date has
not been released -- is contained in the files of your Office of Legislative
Counsel and classified "Secret". Of course, because these hearings constitute
a congressional document, they are not subject to disclosure under the provi-
sions of the Freedom of Information Act and FOIA requests for them have been
rejected. Nevertheless, because of the ongoing interest of scholars and ~:he
general public in intelligence activities, I believe that the extent that
their release would not in any way imT~i e u 22n our national security
in eres s, the hearings should be made available tote public.
In this regard, I would appreciate your providing to me, at the secure
facilities of the Permanent Select Committee on Intelligence, a copy of these
hearings. Further, I would ask that you have the hearings reviewed in order to
determine what portions, I f re classifiable. It is rmi i) n
tion, s ou d significant portions of the hearings be releasable, to introduce
a PPesolution in the House providing for their release.
I would also appreciate your providing me with a copy of "Legislative
History of the Central intelligence Agency -- National Security At of 1947";

Recently I spoke briefly with Mr. Brian V. Kinney in the Records Management
Division at the Pentagon. It was at his suggestion I am forwarding the enclosed
for your processing.
I have enclosed a copy of Representative Robert McClory's (R., IL) 17 March
letter to Director Casey wherein the Congressman requests a declassification
review of the 27 June 1947 transcript re House hearings before the Committee
on Expenditures in the Executive Departments. CIA has completed its own
internal review of the hearings and has concluded that there is no objection
to its declassification from the CIA point of view. You will note that a
number of military individuals testified during the hearings. Before we send
the hearings back to Mr. McClory, we would appreciate OSD's review so that no
military equities are compromised.
If possible, I would appreciate completion of the review by 1 July. I
thank you in advance for your assistance in this matter.
