SUBJECT: Monthly Report -- Swaziland Bureau -- April 1985
I. GENERAL
1. Transfer -- Mr. Vusi Mamba, principal secretary in the
Swazi Interior Ministry and the bureau's direct contact in the Swazi
Government, has been transferred to the Justice Ministry. His
successor is Mr. Vusumuzi Dlamini. Mr. Mamba expressed the wish to
continue receiving the bureau's file though he is no longer actively
involved with it. The bureau is now sending its incoming and outgoing
traffic to him as well as his replacement at the Interior Ministry.
2. Air Flights -- Pan Am, the only American carrier to service
southern Africa, announced during the month that it was immediately
discontinuing its New York-Johannesburg route because of economic
difficulties. Embassy and bureau personnel will no* have to take
considerably longer flights through Europe or Brazil in order to
enter the U.S. by American carrier if they are not authorized to fly
direct to New York via South African Airways.
II. OPERATIONS
A. Editorial/Monitorial
1. Events in South Africa have continued to dominate the
bureau's coverage. On 15 April, the South African president
announced plans to abolish the laws banning mixed marriages and
also to withdraw South African troops from Angola. The following
day the bureau filed reports on Foreign Minister Pik Botha's comments
on the withdrawal as well as reaction to Secretary Shultz's speech
on the subject. On 18 April the bureau covered a press conference
from Cape Town in which the president and foreign minister announced
plans for a transitional government in Namibia and challenged U.S.
views on South Africa's role in Namibia.

2. The RAND DAILY MAIL, a Johannesburg daily, ceased
publication on 30 April. A widely respected liberal, anti-
government newspaper, it was also the only South African paper
the bureau received on a same-day basis. The bureau is now
looking into ways to receive the remaining South African
dailies on a more current basis.
B. Lateral Services
The American Embassy in Gaborone was added at its request
as a lateral addressee to the bureau's file of items dealing with
Botswana.
III. ADMINISTRATION
A. Personnel
1. Portuguese monitor) (received a
PSI to FBN 9/8 effective 7 April.
2. Afrikaans/African Languages monitor
gave birth to a son during the month. Technician
and his wife also became the parents of a son.
B. Buildings and Grounds
1. The bureau's remote antenna site was completed during
the month and all the kinks appear to have been ironed out. It
was operating without hitch at the end of the month. Engineer
has given all the monitors a tour of the site and
a briefing on using the antennas.
2. The bureau chief's yard was surveyed and work has begun
on new fencing. All bureau property will be surveyed following
the discovery of discrepancies between recorded property lines
and current fences.
