Box 199 Mbabane, Swaziland 6 July 1985 MMB-5007 MEMORANDUM FOR: Director, FBIS THROUGH: Chief, Operations Group SUBJECT: Monthly Report -- Swaziland Bureau -- June 1985 I. OPERATIONS A. Editorial/Monitorial 1. on 14 June, South African troops crossed into Botswana and attacked claimed ANC targets in Gaborone, killing 12 and provoking an international reaction, including the recall of U.S. Ambassador to Pretoria Herman Nickel. Both South African and Botswana media reported extensively on the raid. Political officer in Cape Town Tim Carney called just after the raid with a lengthy list of consumers to be added to the normal- package. Charge Charles Lahiguera provided material on the raid to the Swazi Foreign Ministry as well as the British High Commission. 2. On the 19th, RSA State President P. W. Botha closed the parliament in Cape Town with a speech carried on radio and television. SAPA provided first reports and the speech was processed from Johannesburg radio. Pdlitical Officer Tim Carney again asked that an extensive list of lateral consumers be added for the speech and also expressed appreciation for the bureau's assistance during the parliamentary session, after which the embassy returns to Pretoria. 3. On the 30th, the South Africans proved they were undaunted by criticism on the Botswana raid and proceeded to launch an attack from Namibia into Angola killing 45 SWAPO forces, in a raid which was termed "hot pursuit." This coupled with the declaration of "temporary" government in Namibia formed by the Multi- party Conference, covered extensively on the 19th, suggested a solution to the Namibia problem was not at hand. 4.The bureau regained same-day coverage of RSA press when the STAR became available locally together with the SOWETAN. The papers are received in Mbabane at about 1830 local, which is fairly timely considering the STAR is an afternoon newspaper. The bureau is also covering the WEEKLY MAIL, a new anti-government paper.formed by former RAND DAILY MAIL and SUNDAY EXPRESS journalists. Zimbabwe's elections began on the 27th and in the white elections, former Prime Minister Ian Smith's party won 15 of the 20 white seats, defeating more conciliatory white elements. Prime Minister Mugabe responded on the 30th with a speech warning those who had voted Smith into parliament that it would be "very hard going" and promising to rid the country of the 20 reserved white seats imposed by the Lancaster House agreement. The bureau remained open late to text the speech. II. ADMINISTRATION A. Personnel 1. PSI's -- African Languages Section monito was awarded a PSI to FBN 8/2. Teletypist was given a PSI to FBN 4/6. B. Buildings and Grounds 1. An extension to the Portuguese/French monitoring room was begun during the month. By the end of the month, the foundation had been laid, the walls were up and work was being done on the roof. The extension should be completed and ready for use by the middle of July.
