I. GENERAL
1
BBC News: Top-level changes at Bush House were announced
this month as Managing Director Douglas Muggeridge retired.
after a long illness and was replaced by Austen Kark, with
Christopher Bell becoming his deputy. Meanwhile, the
arguments over the BBC's request for an increased license
fee and over whether the Corporation should accept adver-
tising went on and on, sparking a series of three editorials
in THE TIMES and innumerable articles dissecting the Beeb's
performance and finances. In a cartoon in the FINANCIAL
TIMES, a couple watching a BBC program entitled "Why we're
putting up your licence fee to ?65" remarked that "the BBC
does this sort of programme superlatively well." The press
has also enjoyed analyzing the fallout from the "Dallas"
episode, in which the London weekday independent television
company Thames snatched the contract for future series of
this American saga from the BBC.
2. THE TIMES has begun its year-long celebration of its
bicentennial, and the UK has shared in Western Europe's
coldest winter in 50 years. In the first live television
of Parliamentary proceedings, the cameras rolled in the
House of Lords on 23 January, prompting such headlines as
"their lordships face television cameras as to the manner
born," and "praise the lords and pass down the political
message." The pound continued to slither down toward the
dollar. "At least it's rallied to where it plummeted last
week," said a FINANCIAL TIMES cartoon, while a TIMES
correspondent wondered if it was now an insult to call
someone a "sterling fellow."
II. OPERATIONS
A. Editorial/Monitorial
PMU received congratulations from Ops and AG, respectively,
for speedy handling and for careful scrutiny. SOVETSKAYA
ROSSIYA's 15 January report on the postponement of the
meeting of the Warsaw Pact Political Consultative Committee,
received via pressfax, was a "clear scoop which rang

telephones around town" - and was also indirectly acknow-
ledged in an article in THE ECONOMIST. AG reported that
PMU comparison of KRASNAYA ZVEZDA treatment of Chernenko
in different editions of that paper was a central piece
of evidence in an article written for "highest-level
officials."

Formats for several Soviet monthly production fulfillment
reports have been entered into PMU's Wang word processor.

and interviewed eight Polish candidates for Vienna.
