SUBJECT: Soviet Tactical Lasers
1. The Critical Intelligence Problems Committee's (CIPC) initial agenda
called for an assessment of the Intelligence Community's progress in
developing information on Soviet tactical lasers. General Meyer, Chief of
Staff of the Army, had raised this subject with the DCI in a letter dated 17
March 1982 (Tab A). TAI provided an interim reply to General Meyer on 15
June 1982 (Tab B).
2. The CIPC Staff traced the various actions undertaken by the Community
on this matter and interviewed a substantial number of analysts, collectors
and managers involved. We were somewhat encouraged by the results. Most
aspects of the problem had been addressed: collection management, collection
technology, HUMINT, analysis and funding. No breakthroughs have been made,
but progress is evident.
3. We have conveyed these findings in detail to the Army through its
CIPC member. He suggested a brief status memorandum from the DCI to General
Meyer. Tab C is~ter for your signature recapping where we stand for
General Meyer.
