16 a. This Committee provided extra investigative personnel in FY 1982.

The 17 new positions allocated to the Reinvestigations Program in FY 1982
have been used initially to cope with the more pressing need for new employee
investigations resulting from the expanding Agency population and with the
continuing increase in industrial contractor clearance requests. These new
positions combined with subsequent increased manning authorization gives us
the. capability to reduce the existing backlog in our Reinvestigations
Program. Whether we can reduce the backlog, however, will depend on other
priorities as well. If Agency growth continues and industrial contractor
clearance requests continue to climb, more investigative resources will ain
have to be applied to staff employee and industrial contractor cases.
16 b. Given the projected shortfalls, what level of performance
is projected to reinvestigate contractor employees? To investigate
new applicants for employment with contractors? 0
ANSWER. ?
The Office of Security's capability to reinvestigate industrial
contractors will still be severely limited. It is anticipated that only those
cases identified as top priority will be accommodated. 25X1
With the planned FY 1984 increase in resources, the Office of Security
anticipates completing all initial clearance requests for contractor
employees; however, it is highly unlikely that we will be able to reduce to a
desired level the number of days required to conduct the investigation. 25X1
16 c. How many personnel would be needed to handle your case load?
Given the need to hire only highly qualified personnel and to give
them proper training, how many new hires can you absorb in a year? 25X1

ANSWER.
In order to meet our FY 1984 projected workload we would require 25X1
investigators, ^ polygraph examiners adjudicators and ^ clerical 25X1
employees for a total of 0 new hires. The FY 1984 budget currently contains 25X1
^ investigators, 0 polygraph examiners ,fl adjudicators and[:] clerical
personnel for a total of E:] positions. Therefore, [::]additional personnel
would be required to meet our case load.
The Office of Security believes it can identify and hire professionals 25X1
during the course of a fiscal year. A total ofJJcould be trained and 25X1
absorbed during the same time frame. 25X1
