Theme Package on Counterintelligence for
the FY 1985 Program
It is clear that there will continue to be a great deal of emphasis on the
challenges which we must meet in the counterintelligence field. As you know,
counterintelligence has been the subject of special attention by the President,
the National Security Council, and the DCI over the past year. Given this
degree of attention, I would speculate that the Agency will be developing a
resource intensive theme package to meet this objective. In view of the
foregoing, it is requested that you submit the necessary information dealing
with your needs in the counterintelligence field. Submissions should follow
instructions contained in the 1985 Program and Budget Call. It would appear
that the basic information relating to your submission has previously been cast
in other formats, i.e., long-range planning papers on counterintelligence and
contributions to the paper prepared by SECOM. Your individual submissions will
be incorporated by the Management Staff into a single New Initiative in the
