SUBJECT: Directorate of Administration 1985 Program Submission
1. As you are aware, we recently submitted our 1985 Program, which
contains 36 Ongoing and New Initiatives. These Initiatives were forwarded
in a prioritized rank order.
2. Beyond the New Initiatives mentioned above, our Office Directors
submitted an additional 29 New Initiatives to provide resources for our exist-
ing shortfalls or to enhance the current level of support which we are
providing to the Agency's collection and production activities. In a number
of cases, if these Initiatives were adopted they would ultimately save a
considerable amount of funds. These Initiatives are forwarded in priority
rank order arrived at b the consensus of our Office Directors during a
meeting which was held on 23 and 24 March
1983. Although these New Initiatives are very important to the success of
our mission, they have not been included with our submission because of self-
imposed constraints dictated by the reality of resource guidance levels which
the Agency will receive for its 1985 Program.
3. We have forwarded three New Initiatives, drafted by the Office of
Logistics, which support covert action activities. The titles of these three
Initiatives are: Training Facility, Rapid Deployment, and CA Manpower
Capability. I strongly urge that these three Initiatives should be included
where they may most properly be defended, i.e., the covert action program.
4. As occurred with the 1934 Program, I anticipate that we will be able
to obtain a sufficient level of resources via the Standard Support Requirement
mechanism to adequately support all of the New Initiatives included in the
1985 Program.
