1. As I mentioned at the Comptroller's Meeting yesterday, it is like1
that our 1985 program will be held at about the DCI Guidance level
This memorandum confirms my request at that meeting for certain
data that would enable us to develop options for ExCom consideration in the
2. Please provide to the Comptroller's Office by 1000 hours, Thursday,
10 November, the following information for your Directorate:
- The 1985 impact of 1984 Congressional actions. In some cases it
will be appropriate to reflect 1984 Congressional reductions in the
1985 proposed program. We solicit your views on those items in your
Directorate, including the personnel cuts, which should be dealt
with in this manner. For purposes of this discussion, include only
the Authorization cuts, since we are not sure that the House
Appropriations Committee's actions will

assume a 1984 cut for your Directorate roughly
equivalent to the pro-rata cut identified in the briefing materials
used for the Comptroller's Meeting.
-- Reexamine the 1985 ranking . Determine which initiatives beyond DCI
Guidance have to be protected. Also consider
restructuring initiatives to reduce 1985 requirements to the most
essential elements.
- Identify trade-offs from within DCI Guidance (including the base and
any adjustments resulting from 1984 cuts) to allow room for
