Subject: Prospective Adjustments to 1985 Program
1. In accordance with your instruction contained in reference, we
have taken Authorization Action items out of the
Base and reviewed DA initiatives which we feel should be contained
within DCI Guidance. These changes are attached. We also feel that
if any FY 1984 Appropriation Action cuts occur, they should be handled
in a similar manner if these same costs recur in FY 1985.
2. If further FY 1985 Base reductions occur, as explained above,
we recommend that the following priority of DDA items be restored:
