Early in the congress, his supporters had been predicting that Walesa would win an overwhelming victory, with as much as 80 percent of the votes. President dos Santos is in Libya, where he probably is putting the finishing touches on an aid request Dos Santos also plans to visit France and several East European countries. The ruling Popular Movement's dominant faction--a mulatto-led group that also includes dos Santos, a black--reportedly wants to increase assistance to SWAPO. The rival black national- ist faction wants the government to reduce support to SWAPO in the hope that South Africa would curtail its military attacks into Angola.
