In the departments-of the Ministry of Agriculture there are 148 Soviet advisers, including the following: a. In the departments of the Ministry of Public Health there are 171 Soviet advisers, including the following: 1) Ho-ho-lo-wa (6378/6378/3157/1216),17 chief of the anti-plague program in Communist China. From 1947 to 1949 Ho-ho-lo-wa did anti-plague work in Teungliao (N 43-38, E 122-14), Northeast China. 2) Lo-kuo-chin (5012/2654/6855), M.D., in charge of plague control in North- east China and Inner Mongolia. 1) Mai-szu-chi (7796/2448/1015),25 working on plague control in Northeast China and Inner Mongolia. 2) La-k'o-sen (2139/0344/2773), working on plague control in Northeast China and Inner Mongolia. 3) Ma-erh-k'ou-wa (7456/3643/0661/1216).17 Ma-erh-k'ou-wa participated in discussions on organizational therapy held by the Ministry of Public 4) I-li-shen-no (0122/0448/3234/1226), chief of the sixth prevention station of the Chung-Chang Railway. 10. In statistical departments28 there are 87 Soviet advisers, including the following: a. Chief adviser 1) Tsai-Sao-fu (5475/7437/1133), adviser to the Ministry of Statist ics.`8 He participated in a statistical conference held in Northeast China, b. Assistant chief adviser 1) Pa-pa-yun-fu (1572/1572/0542/1133), statistical expert, adviser to the Ministry of Statistics. He also participated in the statistical conference held in Northeast China 12. There are 80 Soviet advisers in the chemical department 29 including the chief adviser, Tzu-t'o-fu-tse-fu (5417/2094/3187/0463/1133),3d a physical chemist. 13. There are 30 Soviet advisers in the philosophy department,31 including the following: a. Chief adviser 1) Ch'e-li-no-k'o-fu (6508/6849/6179/2688/1133), deput3- director of the philosophy institute of the Soviet Science Academy, now lecturing in Communist China. b. Assistant chief adviser 1) Yu-chin (1L.29/6855), Ph.D., in charge of Sino-Soviet, relations. 14., There are 46 Soviet advisers in- the law department,32 including the chief adviser, A-szu-k'ai-lo-fu (7093/2448/0418/3157/1133), a member of the law research institute of the Soviet Science Academy and professor at Moscow University, now lecturing in Communist China. 15. There are 57 Soviet advisers in the ppaleontology department,33 including the chief adviser, Hsieh-lieh-fu (6200/Oi~41/1133), professor of paleontology at Moscow University, now lecturing in Communist China. 16. There are 132 Soviet advisers in the movie industry,34 including the following: a. Chief adviser. 1) Hsi-meng-no-fu (6007/5536/6179/1133), in charge of motion picture taking work. b. There are 102 Soviet advisers in the municipal government departments, including the following: a. Chief Adviser 1) A-pu-la-mo-fu (7093/1580/2139/5459/1133), municipal expert, now adviser to the Peking Municipal Government in charge of construction. 1) Kao-lai-t'o-fu 7559/5490/2094/1133),36 municipal adviser, now adviser to the Peking 1micipal Government in charge of construction. 2) Szu-erh-no-fu (2448/3643/6179/1133), municipal expert, now adviser to the Peking Municipal Government in charge of construction. 3) Fei-lieh-p'u-fu (5481/041x1/3184/1133), engineer, now working in Tihua. 18. There are 158 Soviet advisers in the mining and metallurgical departments,37 including the following: 1) Nieh-lieh-chin ~gll9/0441/6855), petroleum expert, adviser to the Petroleum Control Bureau. b. Assistant chief advisers, petroleum experts, attached to the Petroleum Control Bureau 1) K'u-shen (1655/3947). 2) Mo-hsieh-yeh-fu (5459/6200/0048/1133). 3) Ch'ai pu-lo-chin (2693/1580/5012/6855). 19. There are 111 Soviet advisers in the Ministry of Light Industry, including the chief adviser, Lo-szu-ku-lin (5012/2448/0657/2651), adviser in production technique. 20. There are 127 Soviet ad iser in the h bor departments,39 including the chief adviser, No-wei-k'o-fu (6179/1218/2688 1133), now chief of the Dairen Harbor. This man is probably the same as An-te-li-yang-no-fu who adviser to the Chinese People's University, 2. Possibly the Physical Culture and Athletics Commission of the Chinese Communist People's Government is meant. was the most important industrial center in Shansi 4. This may be the same as Ma-lieh-so-fu. adviser in Nanning, expediting shipments to the DR?, Taiyuan 25X1 6. This is probably Mi-a wo-szu-nieh-hsin-szu-chi, who n rnetinn Indus .ry in China 7. This is probably Gologov, an he Kwangtung- 25X1 Kwangsi Railroad and the Northwest China Railroad 8. This is the first mention of a Northeast Railway Ad-ministration. Possibly the term is now obsolete, and the railroads concerned are under the Harbin and/or the Kirin Railway Administration. 9. This may be Chi-ho-no-fu. who was a technical adviser in Canton 10. Note the similarity in names between Cha-kang-ta yeh-fu (para. 4-d) and Cha-k'ang-ta-yeh-fu (para. 4-f). Possibly they both refer to one man, who may be working as adviser on all three railways. 11. Bagelov, also known as Pa-ki-to-fu, 25X1 was an adviser attached tothe Keg Provincial Government. 12. The Chung-Chang Railway Administration (also known as the Chinese Changchun Railway) is now known as the Harbin Railway Administration. The change frnii the Soviet Union 13. Pa lan no-wa may be a woman, but it is also possible that Baranov is the person referred to. he was reported as a railroad expert who inspected the Pearl River Bridge in Kwan un a person o h axe e attended a meeting of the Canton Military Control Commission 14. This may be the Li-so-fu who was an adviser in control of the Northeast Bureau of the Chinese Communist Party 15. There is a Suchiat'un at N 41-43, E 123-22. 16. Possibly the Ship Industry Bureau of the Ministry of Heavy Industry is meant. 17. This person may be a woman. Undoubtedly the organization referred to is the Huai River Harnessing Commission under the Ministry of Water Conservancy. 21. No further information is given on Lu-san-ko. It is probable that a typo- graphical error has occurred and the person referred to is the Lu-sen k'o mentioned at the beginning of para. 7 among the chief advisers in the Ministry of. Agriculture. 22. Reference is probably made to the Experimental Biology Institute and/or the Hydrobiology Institute, both under the Academy of Science. 23. This is possibly V.N. Stoletov.
