1. Before the Rumanian-owned oil company Muntenia was absorbed in 1950 by Sovrom-
petrol, it had located new oil wells in the Mehedinti, and Piatra Neamt areas.
2. The Bustenari wells, which had been considered exhausted as their production
had dropped to one-half ton per day, have been reopened by Sovrompetrolo
3. The equipment of the petrol refinery in Bucharest originally one of the re-
fineries was dismantled and part of 25X1
it moved ocsan were a refinery was built, an part to a chemical factory
situated in one of the valleys of the Fagaras Mountains. This factory is
operated with Soviet advisers.
4. Drilling equipment and replacements now obtainable from Rumania, the USSR and
Cze vakia are of poor quality, and where possible old equipment of 25X1
and manufacture is repaired and kept working. Rumanian sources of 25X1
equipment include the following:
a. 1 May (formerly Concordia), Ploesti. This factory makes drilling rods,
which have little resistance to strain, and small spare parts for derricks
such as races for ball bearings.
be Resita, which makes fixed derricks and drilling rods.
c. 23 August (formerly Malaxa), which makes casing pipes for the drilling
process and tubing for use after drilling is completed. Employing the API (sic)
method, the factory is able to produce pipes with diameters ranging from four
to 16 inches?
5. In 1947 Rumania signed a contract for drilling equipment with the ~ export 25X1
firm of0 according to which Muntenia received 1,800 tons of good quality 25X1
equipment, including between 10 and 15 portable derricks. These arrived without
the special trucks on which they are transported from one bore-hole to another. The

contract with was subsequently repudiated, and the trucks were never 25X1
supplied. Four similar derricks, probably also supplied by were seen
at the Sovrompetrol wells at Baicoi in 1948. 25X1
6. Supplies received during 1947 and 1948 included between 20 and 25 Leyland
trucks from Britain, and a number of precision instruments for drilling and
refining processes.
7. Negotiations were in progress in 1949 for the purchase, from the Paris repres-
entatives of an firm, of two pieces of special apparatus for test bore- 25X1
holes. This equipmen consists of a mobile outfit which fires a spherical ap-
paratus about 300 meters into a hole drilled with the aid of a derrick and
photographs the geological formations thrcu gh which the apparatus passes. The
equipment includes a chamber for developing the film at the spot.
8. In order to save refinery equipment, only one type of gasoline is now being
manufactured, in place of several types of light and heavy gasolines formerly
produced.
9. Muntenia had two depots for equipment. One was the Central Depot at Campina
where small tools and precision fittings including drills are kept. The other
was the Baicoi Depot, located 300 meters up the Moreni road which branches off
opposite Baicoi station, where pipes of different kinds are stored.. In 1944-45
the Soviets took 20,000 tons of materials from this depot for dispatch to the
USSR, including 600 new Siemens-Schuckert electric motors.
10. In 1948 the export depot at Constanta occupied four docks and included 60
reservoirs, with a total capacity of at least 200,000 tons.
