i5 The State Planning Commission (Comisiunea de Stat a Planificarii, CSP) which
was established in July 19489 is directly responsible to the Prime Minister's
Office. At first only a small staff was employed., since the Commission was
dealing only with the plan for 1949.
2? In 1949, when work was started on the Five Year Plan for 1951 to 19558 which
was to cover the whole state economy, the staff was increased to 2DOOOe At
the beginning cf 19519 when the plan was ready, the staff was reduced by
30 per cents
The administration and the department dealing with military matters are
located at Piata Alexandru Lahovari Noe 27, while all operational departments
are located at Strad& Academiei 5a
The Commission has 30 operational departments (Divine) which deal with the
actual preparation of the plan. The department for conomic development
registers the requirements of industry and the nature. resources enterprises,
and plans new industries and new exploitation enterprises? Some of the more
important departments are-, coordination; investment; finance; economic
development (Divisia Desvol,tari Economics A Teritoriului); machine factories;
building; building materiaisA sanitary installationst cultural and health
institutions; labor and wages; mines and petroleum; light industry; food
industry; foundries; iron and other metals; prices (electricity, gas, water);
general consumption; and agriculture,
Each department has a total of 20 to 30 first, second, and third grade
planners, Two to three departments whose work is closely connected are
responsible to one advisers

The Bacau district shows a large number of such symbols, indicating the
creation of new industries of all kinds,

The Commission is headed by a president and two deputies, and each is assisted
by eight advisers. They, in turn, are responsible for the work of the depart-
ments, The Commission?e management is in continuous contact with. eight. Soviet
advisers those permanent seat is at Strada Polona 4, (in the vicinity of Strada
Lahovari), Regiinal offices were set up in 1951,

Year Plan", Many meetings were held with the Soviet advisers, whose consent
was sought for every step?
9 , Z'agh~was believed by employees of the Planning Commission to have been
transferred to a factory in Craiova 4t the beginning of 1951 because of the
failure of the Two Year Plan for 1949 and 1950.
