During the course of the night of 11-12 Jan- uary it has been reported that "all of the major force elements" of the Dominican army have been pulled out of Santo Domingo. The US J-2 reports that the main troop elements cannot be found in Santo Domingo today and he "doesn't know where they have gone,,." The J-2 believes the troops may have headed in the Santi- ago direction, but is not certain. 2. This development is being watched very closely and attempts are being made to pinpoint the location of Dominican forces. Further situation re- ports will be issued immediately as events unfold. 3. If such a large part of the Dominican mili- tary forces have indeed gone to Santiago, our immedi- ate appraisal would be that the military have in mind a plan to set up a government in opposition to the Garcia Godoy regime, JCS review completed DIA review completed.
