1. Organization matters with the CIA Subcommittee of House
Appropriations:
a. Mr. Mahon will probably announce designation of
Mr. Michaels as the Subcommittee staff representative.
This will simplify our routine liaison with this Sub-
committee.
b. Mr. Mahon may want to discuss additional members
for existing vacancies. He has given us no indication
as to his choices.
c. Mr. Mahon may want to discuss the manner of presenting
the Agency budget proposals. Copies of the 1965 Budget
Estimate books will be available to the Subcommittee for
this purpose.
d. The manner of notifying the Agency and the Bureau of
the Budget on appropriation approvals should be discussed.
We should recommend that the Chairman send a letter
identical to the one we proposed in April for Mr. Cannon's
signature.
